The County has developed the attached Exhibit "A" which fully describes the scope of work and services required; deliverables; benchmark requirements; and our anticipated timeline for the start and completion of this project. In the event that sufficient funds do not become available to complete all the services identified in this RFP, the scope of services may be amended, as determined in the sole discretion of the County. The County may also, from timeto-time, request changes in and/or additions to the services to be provided by the successful proposer. Such changes, including any increase or decrease in compensation, which are mutually agreed upon by and between the County and the successful proposer, shall be incorporated into the contract prior to execution of the contract, and by written amendments thereto after execution. The submission of a Proposal shall be an indication that the proposer has investigated and satisfied him/herself as to the selection process to be used by the County, the conditions to be encountered, the character, quality and scope of the work to be performed, and the requirements of the County. The service provider will be responsible for all shelter services to residents residing in the unincorporated areas of Kern County. A special emphasis must be placed on effecting the live-outcome for as many shelter animals as is possible. A success rate of finding homes for minimally 90% of shelter animals that are suitable for placement should be a goal, albeit not a requirement. The service provider should command the use of marketing methods such as social media, community relations, local print and media outlets, and superb customer service to affect the positive outcome for shelter pets. Service provider must gain a working knowledge of the Chameleon software employed to manage records on each pet, in addition to regular electronic communications with leadership personnel. The County reserves the right to reject any and all Proposals and to waive informalities and irregularities in any Proposals received. Absence of required information may render a Proposal non-responsive, in the sole discretion of the County, resulting in rejection of the Proposal.
