The City of St. Petersburg is seeking responses from qualified vendors to provide labor, materials, supervision, tools, equipment, transportation, travel time, diagnostic devices, expenses, and vehicles necessary to service Caterpillar generators ranging from 100KW to 2000KW, stationary or portable that run on diesel, biogas, natural gas, or propane on as-needed basis. The Contractor shall provide all labor, materials, supervision, tools, equipment, transportation, travel time, diagnostic devices, expenses, and vehicles necessary to service generators ranging from 100KW to 2000KW, stationary or portable, that run on diesel, biogas, natural gas, or propane. The work to be performed includes but is not to be limited to the following: Inspection: Perform a periodically preventive maintenance inspection of the generator and its components, including the engine, alternator, fuel system, air intake system, exhaust system, cooling system, electrical system, and control system. Must be a factory trained authorized Caterpillar generator technician to have access to the complete diagnostic coding, set configurations, and program a three panel and four-two panel system. Cleaning: Clean the generator and its components, including the engine, alternator, and surrounding area, to remove oils, dust, and debris that may impact performance. Maintenance: Perform routine maintenance tasks, such as changing oil, oil filters, air filters, fuel filters, glow, or spark plugs, to ensure optimal performance and extend the life of the generator. Capable of providing full load testing services to all units identified in Attachment A, Generator Equipment List. Repair: Repair any defects or malfunctions found during the inspection and maintenance tasks, including engine, alternator, thermal control systems and control system issues. Replace any parts that are beyond repair and damaged beyond use. Testing: Test the generator and its components after the maintenance and repair work has been completed to ensure proper operation and performance. 4.2. Contract Term The initial term of the agreement is three years from date of contract execution, and may, by mutual agreement of the parties, be renewed for two one-year renewals. 4.3. Estimated Annual Expenditure$400,000. It is estimated that approximately $400,000 may be purchased annually under this solicitation. This is an estimate only and may vary. 4.4. Minimum Qualifications At a minimum, Contractor must meet the following qualifications: Have been in the business of providing generator maintenance and repair services as described herein for a minimum of three years as a factory trained authorized Caterpillar technician. If requested, provide evidence of financial stability and viability to fulfill the commitments of this agreement. Have the ability to obtain the minimum insurance requirements set forth in this agreement. Have in possession the following valid certificates. NFPA 70 E Electrical Safety and Arc Flash Training Caterpillar Electric Power I, II, and III Caterpillar Switch Gear Level I & II Caterpillar CG-MWM Gas Cert Electric Power Controls EMCP 4.3/4.4 Generator Control Panels Caterpillar G3600 Master Mechanic Own or have immediate access to the equipment, tools and parts required to provide services for the term of the agreement which include but not limited to the following: Power Quality Analyzers Oscilloscopes Transfer Switch Tooling Infrared Cameras Battery Impedance Testers Megohm Meters Circuit Breaker Test Sets Have the facilities, capabilities, and staff to support services for the term of the agreement which include 24/7 service support during heightened storm events. Support shall include but not be limited to the following: Proactive Hurricane contingency planning Cross Utilization of EPG and Marine Technicians (additional emergency support) Emergency Dispatchers & Technicians on call Support for all makes of power generation equipment and switchgear Primary facility location shall be within 40 miles of the City limits for logistical and emergency response justification. 4.5. Vendor Responsibilities At a minimum, Vendor shall provide and meet the following requirements: Provide a dedicated account manager available during regular business hours to administer the agreement. Provide services 24 hours per day, seven (7) days per week, 365 days per year. Provide services and products with no minimum delivery quantity requirements. Maintain the minimum qualifications set forth section 3. Provide qualified technicians with the technical expertise capable of troubleshooting similar generators and who meet the city's background check requirements. Receive written approval from the Administrator prior to making changes in operation or modifications to the equipment, especially circuit wiring or sequencing. Provide any work or service recommendations 24 hours prior to commencing any work. Provide Helper only with prior approval by the Administrator. Service personnel shall check in upon arrival and check out at the completion of services with the Administrator during each visit. Contractor shall inform the Administrator of any issues limiting their ability to perform work. Receive prior approval from the Administrator before shutting down equipment. Provide a detailed report of the inspection, cleaning, maintenance, oil analysis, and repair work performed, including a list of any repairs or replacements made. Accept the city's General liability limits by Florida statute 768.28 to the extent and limits provided by the statute or in combination with self-insurance, which will cover actions of the city's officers, agents, employees, and volunteers while acting in the scope and course of their employment for the City of St. Petersburg, Florida. If City insurance cannot be accepted, Contractor shall provide insurance as a separate policy option at the renter's expense for any equipment provided or rented to the city or provide insurance coverage included as a component of the rental to cover the vendor's risk exposure. Provide resolution of discrepancies in invoicing within five (5) days of notification. Provide resolution of discrepancies in service within 24 hours of notification. Utilize only city-approved subcontractors for the provision of services and with prior approval by a City authorized representative ("Administrator"). Provide ongoing training, at least once a year, to its service/repair personnel related to generator maintenance and repairs per manufacturer requirements, including but not limited to OSHA requirements, EPA, FL Statutes, and standard Contractor work practices. Contractor shall provide live telephone answering capabilities during regular working hours (8:00 a.m. to 5:00 p.m. ET, M-F). The use of answering machines and automated telephone systems is unacceptable as a point of contact. Contractor shall call back or contact the requesting department for all service calls via the telephone within 30 minutes and provide on call repair services within two hours for emergency service on a 24-hour basis and within four regular working hours for non-emergency. Contractor shall be on-site to begin troubleshooting or make repairs within 24 hours for non-emergency service. 4.6. City's Responsibilties At a minimum, City shall provide and meet the following responsibilities: City shall provide a point of contact (City Project Manager) to administer the Agreement. City Project Manager shall assist with planning, strategy, and objectives prior to performance of the Work. City Project Manager shall promptly respond to issues and inquiries so as not to hinder the progress, completion, or compensation for the Work. Deadline for Questions:April 24, 2024, 3:00pm
