Site work for a mixed-use development in Willard, Missouri. Completed plans call for site work for a road / highway; water / sewer project; and municipal facility.

This project consists of Development of Cells 3, 4, & 5 at the Noble Hill Sanitary Landfill, located at 3545 W. Farm Road 34, Willard, MO. This project consists of, but is not necessarily limited to, excavation of Cells 3, 4, & 5, construction of a berm, roadways, leachate infrastructure, stormwater infrastructure, and the bottom liner of Cell 3. Excavation will include excavating, hauling, stockpiling, and placement of soil and rock. Rock is expected to be excavated by blasting and chipping. Excavated rock shall be placed as structural fill to construct the west berm and to prepare the cells subgrade, with the remainder being stockpiled. Organic material and soil shall be excavated and stockpiled separately. Excavation shall be performed in three phases. Each phase will consist of excavating approximately 10 acres and a minimum of 500,000 cubic yards (CY) of rock every 18 months, and no more than 1,000,000 CY of rock excavated in any 2-year period. Excavation, subgrade preparation, and construction of the west berm are expected to be completed within 4 years of the Notice to Proceed with approximately the same amount of work to be incurred each year. The City reserves the right to reject any and all bids and to waive irregularities in bids. The City of Springfield, Missouri hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award.
