The work to be done for this project shown on specifications entitled, "ASPHALT MAINTENANCE DISTRICT WIDE". The work to be done for these projects shall consist of sealcoating, crack filling, and striping following execution requirements as listed in section 2.D. Asphalt Emulsion material specifications shall be provided by bidder with bid documents. Sealcoating applications shall consist of asphalt emulsion sealer utilizing a squeegee, by hand or machine is acceptable, to a minimum rate of 45 sq. ft. or less per gallon. Spraying shall not be permitted. Proper preparation/cleaning of all asphalt to be sealed shall be completed immediately prior to sealcoat application. The District is aware that project's start and completion times are subject to the weather conditions and preserve closure scheduling. The Owner reserves the right to reject any and all bid submittals, to waive informalities or technicalities in any Bid, and to award the Contract in the best interest of the Owner and the Public. The successful Bidder shall comply with all federal and state equal employment opportunity requirements and shall pay workers prevailing wage rates, as determined by the Illinois Department of Labor. Liquidated damages shall not accrue during the period in which the Work is suspended by written approval of the Project Representative unless such suspension is due to the failure of the Contractor to comply with the provisions of the contract. An estimate of quantities of work to be done and materials to be furnished under the specifications is given in the bid. It is believed to be correct, but it is given only as a basis for comparison of the bid and the award of the contract. The District does not agree expressly or by implication that the actual quantities involved will correspond exactly therewith; nor shall the bidder plead misunderstanding or deception because of such estimate of quantities or of the character, locations or other conditions pertaining to the work. Deadline for Questions 5/8/24 11:00 a.m. Local Time All questions will be answered by the Owner or their Consultants as appropriate. All Bidders shall review plans, specifications, and project conditions prior to the Deadline For Questions so that he or she can submit questions for response. Bid submittals received after said date and time will not be opened. Consideration of the contract award will be made by the Board of Commissioners on June 4, 2024.
