Site work and paving for a road / highway in Castleton, Vermont. Completed plans call for site work for a road / highway; and for paving for a road / highway.
The Town of Castleton Select Board is seeking bids for fiscal year 2024-2025 for Paving. Paving project on Blissville Road in the Town of Castleton from south side of the intersection of Blissville Road and Rice Willis Road & River Street, paved in a northerly direction to 25 feet before the railroad tracks at the intersection of Depot Terrace and commencing from 25-feet from the north side of the railroad tracks to Route 4A. The end point shall be 25-feet from the center of Route 4A. The project consists of approximately 1.00 miles of a one and one-half inch (0.5") leveling course and a one and one-half (1.5") overlay (surface/riding) course to be applied full-road width. Project also to include milling the entire paving project limits. Milling depth of one and one-half inches (1.5") for an average road width of twenty-eight feet (28'). The contractor shall be responsible for backing up shoulders and drives where necessary. The designated paving and milling locations will be marked out in the field by the Town. All work shall be complete by Monday, September 30, 2024. Should any work commence prior to the start of the new Fiscal Year (July 1, 2024), the contractor shall hold any invoices until after July 1, 2024. The Town reserves the right to reject any and all bids when deemed to be in the best interest of the Town. The project shall comply with the SuperPave specifications found in the 2024 version of the VTrans Standard Specifications for Construction. 1. The total anticipated surface course (overlay) is approximately 1.00 miles but may be shortened/lengthened to accommodate budgeted project allotment. The contractor shall be advised that the area to be overlaid isfor continuous work. 2. All work shall be done to the satisfaction of the Town representative and shall comply with, to the extent possible, the 2024 version of the Vermont Agency of Transportation’s Standard Specifications for Construction for SuperPave requirements: https://outside.vermont.gov/agency/VTRANS/external/docs/construction/02ConstrServ/PreContract/2024%20Spec%20Book/2024%20Standard%20Specifications%20for%20Construction%20(2009%20MUTCD).pdf and all attachments as well as any other State, Federal, and Agency Standards, Policies, and Specifications. 3. Two (2) weeks prior to the commencement of the project, the contractorshall provide the Town of Castleton representative with a VTrans (Agency of Transportation) approved mix design. The HMA producer must supply the contractor with an Agency approved mix design before construction may begin. 4. The contractor shall prepare the surface for paving by removing any foreign debris or deleterious material from the road surface either by mechanical broom or hand equipment. This may include the removal of shoulder berm (winter sand buildup) which may require a mechanical bucket or small mid mount tractor grader. 5. Prior to placing asphalt, emulsion shall be applied evenly at a rate of 0.06 - 0.08 gal/SY over existing pavement and at a rate of 0.08 – 0.10 gal/SY on cold-planed surfaces. 6. Compacted average leveling depth shall be one and one-half inches (1.50”) in a single lift. The specified mix shall be Type IVS 50 gyration Superpave with PG58S-28 binder. 7. All butt joints shall have a minimum 10 -foot cold plane taper (1.50”- zero). Cold planing (fine milling) is a separate bid item. Unless otherwise agreed upon with the Town, the contractor shall be responsible for hauling away the milled pavement to a location pre-determined by the Town. 8. Line Striping Targets (LSTs) are a separate bid item. The Town will attempt to coordinate the line striping each working day. If scheduling conflicts exist, dual yellow LSTs shall be installed daily on new pavement where pavement markings do not remain. The LSTs will delineate the centerline. LSTs shall be placed at a minimum of every 10 feet and closer as road geometry dictates. LST’s shall not be nailed or have any other mechanical fastener used to hold them in place. 9. Temporary four inch (4”) yellow line paint is a separate bid item. The Town will attempt to coordinate with VTrans District #3 for line striping each working day. If scheduling conflicts exist, the contractor will be responsible for painting temporary 4” yellow lines on surfaces that are milled and where no paint markings exist. 10. Aggregate shoulders are a separate bid item. The contractor shall be responsible for backing up shoulders and gravel drives to a width of two feet (2”). Pavement millings are a suitable material for this bid item. 11. All traffic control necessary to perform all operations within this project is the responsibility of the contractor and is required to meet all MUTCD requirements. Costs for traffic control shall be a separate bid item. 12. Construction will be performed in such a way as to minimize conflicts with normal highway traffic. When two-way traffic cannot be maintained, a sign package that conforms to the MUTCD and trained Flaggersshall be provided. 13. The contractor shall rake down/taper new pavement at all driveways/accesses and intersecting roads to the existing shoulder width. There will be no paved aprons. 14. The Town will be responsible for backing up shoulders with gravel where needed. 15. No traffic will be permitted on material placed until the material has been thoroughly compacted and has cooled to 140 degrees Fahrenheit or lower. 16. All work shall be complete by September 30, 2024.
