The project consists of the construction of an installation-level microgrid at Fort Buchanan, including approximately 8 MW of new diesel generators and a 4 MWh battery energy storage system as an option. Work includes installation of a microgrid control system with paralleling switchgear, transformers, transfer switches, circuit breakers, protective relaying, and fiber optic communication connections. The project will install twelve 12,000-gallon above-ground, ballistic-resistant diesel fuel tanks with a fuel-polishing system capable of sustaining critical operations continuously for 14 days. The microgrid will integrate existing onsite generation, including 4.65 MW of solar photovoltaic capacity and two 275 kW wind turbines. Additional work includes site preparation, start-up commissioning, interconnection agreements, assessment and authorization, and all associated costs. The microgrid system will provide on-site energy generation and resiliency through installation of diesel generators, the microgrid control system, electrical interconnection switchgear, interconnection circuit wiring, and modifications to the existing electrical distribution system as necessary to establish the Fort Buchanan microgrid network. Net metering and interconnection agreements will require approval by the utility provider, LUMA. Contract duration is 1,141 calendar days from Notice to Proceed.
