Site work for a military facility in Old San Juan, Puerto Rico. Completed plans call for site work for a military facility.
The project consists of the construction of an installation-level microgrid at Fort Buchanan, including approximately 8 MW of new diesel generators and a 4 MWh battery energy storage system as an option. Work includes installation of a microgrid control system with paralleling switchgear, transformers, transfer switches, circuit breakers, protective relaying, and fiber optic communication connections. The project will install twelve 12,000-gallon above-ground, ballistic-resistant diesel fuel tanks with a fuel-polishing system capable of sustaining critical operations continuously for 14 days. The microgrid will integrate existing onsite generation, including 4.65 MW of solar photovoltaic capacity and two 275 kW wind turbines. Additional work includes site preparation, start-up commissioning, interconnection agreements, assessment and authorization, and all associated costs. The microgrid system will provide on-site energy generation and resiliency through installation of diesel generators, the microgrid control system, electrical interconnection switchgear, interconnection circuit wiring, and modifications to the existing electrical distribution system as necessary to establish the Fort Buchanan microgrid network. Net metering and interconnection agreements will require approval by the utility provider, LUMA. Contract duration is 1,141 calendar days from Notice to Proceed. The Contract Duration is one thousand one hundred forty-one (1,141) calendar days from Notice to Proceed. TYPE OF CONTRACT AND NAICS: This RFP will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 237130. Size Limitation is $45,000,000.00 TYPE OF SET-ASIDE: This acquisition will be a General Small Business SET-ASIDE procurement. Location: Fort Buchanan Army Installation, San Juan, Puerto Rico CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be more than $10,000,000 in accordance with FAR 36.204. The Method of Contractor Selection has not been determined at this Time *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. CONSTRUCTION MAGNITUDE : THE ESTIMATED PRICE RANGE IS BETWEEN $ 25,000,000 AND $ 100,000,000 Question Deadline 04/07/2026 The ability to enter technical inquiries and questions relating to proposal procedures or bonds will be disabled ten (10) calendar days prior to the closing date stated in the solicitation
