The HA is seeking proposals from qualified and licensed entities to provide the HA with the detailed services in the following Statement of Work. The Housing Authority of Winston Salem is seeking a qualified contractor to perform a property condition assessment of a high-rise building known as Crystal Towers. This scope of the assessment shall be inclusive including but not limited to; heating and ventilation, domestic water, electrical, gas, plumbing, sprinklers/stand pipe systems, fixtures, cabinets, appliances, windows, doors, walls, finishes, life and safety systems, roofing, structure and building envelope. Any and all site conditions shall be addressed such as soil, hazardous materials and predictable subsurface conditions such as rock, groundwater, wetlands, etc. based on a due diligence review of available information as appropriate. The design professional shall meet with residents to gather information regarding existing building conditions and resident needs, which information will be incorporated into and more fully inform the assessment. Following the assessment, the design professional shall develop a scope of work to fully rehabilitate Crystal Towers. The scope of work shall clearly establish, with specificity, the recommended redesign and rehabilitation of Crystal Towers, which will allow Crystal Towers to meet the livability needs of residents over the long-term. The design professional shall meet with residents to receive feedback on the proposed scope of work, and shall incorporate resident feedback into the final report. The final report shall include a detailed estimate of the cost of construction/rehabilitation. The final report shall also include exterior and interior renderings. The final report shall provide an explanation of how life-cycle cost were considered in developing the scope of work/report in terms of deficiencies, egress, current code compliance, durability of materials, equipment, cost, ease of maintenance and operations. Also to include a brief narrative describing how the assessment/design in general is appropriate for the building population, and how aspects of the design or proposed work is beneficial to the population to be served and how. Owner Rights:The HA reserves the right to reject any or all proposals, to waive any informality in the RFQ process, or to terminate the RFQ process at any time, if deemed by the HA to be in its best interests. The HA reserves the right not to award a contract pursuant to this RFQ Question Deadline 05/14/2024 at 2:00 PM ET
