Site work and paving for a sidewalk / parking lot in Spokane, Washington. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

This project consists of the construction of approximately 25,500 square yards of 2-inch thick pavement, 1500 square yards of pavement repair, 500 square yards of cement concrete sidewalk, sundry utility adjustments, and other related miscellaneous items. Instructions to Vendors: This Request for Quotes is issued by the James City County ("Owner") to obtain quotes for asphalt repairs. The successful vendor shall perform the required work at the time and place designated by Rick Koehl, Capital Projects Coordinator. All work shall be completed within 30 days of the start date indicated in the Notice to Proceed. Underlined text in this document merits careful review. Vendors shall submit a price for each location as described in the Scope of Work. Contract award shall be based on the lowest responsive and responsible Quote for the Total Quote Price. All vendors shall be properly licensed by the Commonwealth of VA. All site supervisors assigned to this project shall have a minimum of 3 years' experience in commercial asphalt road repair. SCOPE OF WORK General Services is soliciting quotes from qualified contractors to perform asphalt repair work along the Powhatan Creek Trail in James City County. The trail can be accessed from four locations to complete this project: behind Clara Byrd Baker Elementary School, the cul-de-sac on John Proctor West in the Chanco's Grant Neighborhood, at the Church on the Main on Sir Gilbert Loop in the Pointe at Jamestown Subdivision, and at Midland Farms Field off Greensprings Road. A. The Contractor shall provide all management, supervision, labor, material, equipment, consumables, and supplies required to provide the work under this project which consists of: The Work under this Project consists of: 1. Work consists of approximately 12 separate patches along the trail totaling roughly ninety-seven (97 SY) square yards of patching. Contractor to demo and dispose of existing deteriorated pavement/base to a minimum of 8". Saw cutting of pavement will occur at all joints. a. Patches 5, 6, 8, 14, and 20 are accessible from the Clara Byrd Baker Elementary School with patch number 20 approximately 1,740 feet from the start of the trail (refer to page 10, Exhibit 2). b. Patches 25 and 39 are accessible from Chanco's Grant Subdivision at the cul-de-sac of John Proctor West (refer to page 10, Exhibit 2). Patch number 39 is approximately 1,600 feet from the access point at John Proctor West between two of the bridges. c. Patches 50, 50A, 51, and 56 are accessible from Church on the Main in the Pointe at Jamestown S/D on Sir Gilbert Loop (refer to page 11, Exhibit. 3). Patch number 50 is approximately 700 feet from the access point at Church on the Main. d. Patch 75 is accessible from the Midland Farms Field off Greensprings Road (refer to page 11, Exhibit 3). Patch number 75 is approximately 1,997 feet from the access point at Midland Farms. 2. Due to bridge limitations and narrow widths, equipment smaller than a pickup truck will be required for transporting materials and equipment along the trail. 3. Please refer to page 9, Exhibit 1, 'Site Plan', for an overview of the designated work areas. 3. All patches exhibit evidence of root upheaval. The contractor must remove the root(s) under the area of concern before establishing a firm base for asphalt patch placement. Six inches (6 in) fill material is required at these locations. Fill base material will be 21A stone (or equivalent). All material soil spoils are to be removed and disposed of off-site. A woven ground stabilization geotextile fabric, Terratex GS or equal, will be placed under the fill material. 4. Contractor shall place 2" of SM 9.5A asphalt in all patching areas. 5. Contractor will place 6" wide strip of 21A stone adjacent to all patching areas along the path where practicable. 6. See page 12, Exhibit 4, 'Typical Pavement Repair Detail' for details. 7. All areas disturbed during construction shall be stabilized and restored to preconstruction condition. The Contractor will implement measures to minimize soil disturbance along the trail. 8. Contractor to provide traffic control measures as necessary. 9. All work and materials are to comply with the most recent edition of the HRPDC. 10. Contractor will coordinate all work schedules with the Capital Projects Coordinator. Work will be scheduled to provide minimal impact to the public's use of the facility. 11. The Contractor is required to notify JCC at the beginning of each workday AND when site location has been completed. Leave a message if no one answers the phone. Provide the Company name, telephone number, and location where work will be performed or has been completed that day. 12. Each interested Bidder is encouraged to visit the site so that they may submit their most accurate quotation in conjunction with the requirements of the site. The contractor should contact Purchasing with questions pertaining to a site PRIOR to the submittal of a quote. B. These documents are not intended to be all-inclusive of the safety, codes, and regulatory requirements mandated by Federal, State, and local governments and regulatory agencies. All Contractors shall conform to all applicable regulations including, but not limited to, the following: 1. Virginia Department of Labor, Virginia Occupational Safety, and Health (VOSH) regulations. 2. Virginia Department of Transportation - Road and Bridge Standards. 3. Manual on Uniformed Traffic Control Devices (MUTCD) and the Virginia Work Area Protection Manual. 4. Hampton Roads Planning District Commission (HRPDC) sixth edition of the Hampton Roads Regional Construction Standards (HRRCS) C. All work shall be completed within thirty (30) calendar days from the start date indicated in the Notice to Proceed; however, once the work starts, it shall be worked continuously until satisfactory completion. D. All vendors shall be properly licensed by the Commonwealth of VA. All vendor site supervisors assigned to this project shall have a minimum of 3 years' experience in similar work. A qualified site supervisor shall be on site at all times during the Work.
