Contractors will be required to have a current Elko City business license prior to time of contract execution; moreover, a current Nevada State contractor s license of the proper classification to perform the project work is required at the time of the Project bid opening. City staff shall thoroughly review all bid proposals for conformance with the contract documents prior to making a written recommendation for award to the Elko City Council. The award will be made to the lowest responsive and responsible bidder to the extent and in the manner required by law, unless all bids are rejected. The lowest responsive and responsible bidder shall be determined on the basis of price, conformance to plans and/or specifications, the bidder's qualifications, conformance to applicable sections of NRS Chapter 338, and the best interest of the public. The City Council may, in its sole discretion, reject all bids. LABOR COMMISSIONER: The Nevada Labor Commissioner s identifying project number is EL-2024-346 for this project. NRS 338.013(1) requires the Labor Commissioner s identifying number to be included in any bid or other document submitted in response to the advertisement or other type of solicitation. The City of Elko reserves the right to accept or reject any and/or all items specified in the bid proposal and further reserves the right to waive any minor technicalities in the bidding documents Bid Item 1 - Mobilization and Demobilization: This item includes mobilization to the site and demobilization from the site including site clean-up at all project work locations, vehicles and fuel, job trailer, temporary utilities for job trailer and workers, taxes, overhead and profit and bonding. This bid item is based on a lump sum amount. Bid Item 2 – Type III Modified Micro Slurry – City Streets: This item includes furnishing all labor, equipment, materials and services to install in place Type III Modified Micro Slurry Asphalt Emulsion. This work shall consist of mixing polymer modified asphalt emulsion, aggregate, mineral filler, set control additives, and water and spreading the mixture on a surfacing or pavement where directed, as specified in these special provisions, and as indicated by the Engineer. The mix should be capable of being spread in variably thick cross sections (wedges, wheel path depressions, scratch courses and surfaces) which, after curing and initial traffic consolidation, resist deformation throughout the entire design tolerance range of bitumen content and variable thickness to be encountered. All manholes, monuments, valve boxes, drop inlets, and other service entrances and permanent traffic markings shall be protected from the Microsurfacing with a method acceptable to the City to prevent being covered with Microsurfacing. This item is based on a unit price per Square Foot of Slurry installed. Bid Item 3 – Cape Seal – City Streets: Removed Bid Item 4 - Traffic control: Contractor is responsible to notify coordinate and maintain business access at all times. Contractor is responsible to submit an approved traffic control plan per MUTCD standards prior to construction and implement during construction. 1-week Construction Notice. 48 Hour Notice on any changes to project access traffic control plan. This bid item price is based on a lump sum amount. As part of this bid item, the contractor is responsible to tab all existing striping. Bid Item 5 and 7 through 14 – Striping & Thermoplastic: Performed by City of Elko, except on 12 th street and Idaho street, as quantified in the Bid Proposal. Bid Item 6 – Parking Corridor: Parking Corridor between 3 rd and 4 th street, between 5 th street and 6 th street.
