The City of Wilmington requests proposals to manage and deliver comprehensive Commercial Janitorial Services at the Skyline Center office building, located at 929 North Front Street, This service would provide Commercial Janitorial Services for approximately 280,000 square of office space, bathrooms, conference rooms, break-rooms, lobby areas, and fitness center. Expectations for the Skyline Center office building are to be serviced Monday through Friday except for holidays, with the majority of the services performed after hours with a minimum of one (1) staff member present during the business day. The Request for Proposal (RFP) will provide the proposer with sufficient information for submission for a multi-year contract. The RFP includes a preliminary scope of work and general terms and conditions of any subsequent contract. The scope of services, as defined herein, may be modified after the final selection of the Contractor. The general terms and conditions are part of any submitted proposal and will be incorporated into any subsequent contract. Submission of a proposal shall constitute acceptance of these terms and conditions; any conditional responses may be rejected. The City of Wilmington desires to award a Commercial Janitorial Service contract for an initial 12-month term beginning July 1, 2024. The City of Wilmington intends to include in the contract an option to extend the term of the contract for two (2) additional one-year terms, up to a total of three (3) years, provided such extensions are in the best interests of the parties and agreement of both parties in writing. The City's procurement policy extends the option to reassess contracts every three (3) years to determine if the contract is still advantageous for the City. All prices submitted with the proposal shall remain in effect for the ninety (90) day period. For the RFP to be considered responsive, it must adhere to the submittal requirements that follow. The successful contractor will be selected based on qualifications, experience, and best value of the services provided. Firms must be registered with the North Carolina Secretary of State or hold a Certificate of Authority to do business in the state of North Carolina. Potential respondents should email raquel.perez@wilmingtonnc.gov to acknowledge receipt of the RFP and to inform the City of its intent to respond by April 26, 2024. Provide the name, title, address, telephone, and email address of the contact person. The addenda will be posted electronically. It is the goal of the City to promote local and Minority Business Enterprises (MBE), Disadvantaged Business Enterprises (DBE), and Women Business Enterprises (WBE) participation in all service contracts. The City of Wilmington invites all certified MBE/DBE/WBE contractors to this RFP. Additionally, and in accordance with the City of Wilmington's MBE/DBE/WBE Policy, the Contractors who are not certified MBE/DBE/WBE shall make a good faith effort to identify and hire minority suppliers for this project. A complete copy of the City's MBE/DBE policy is available at my office. The City of Wilmington reserves the right to award and/or reject any and/or all proposals and waive any technicalities or irregularities. The city will not be bound by or be responsible for any interpretations or conclusions drawn from this RFP. Responses will be delivered to all participating bidders as an addendum to this RFP. All addendums will be posted electronically and it is the responsibility of the Bidder to check for any addendums. The addenda for clarification will be posted by 5:00 PM EST, Wednesday, May 08, 2024. In addition, the City assumes no responsibility for conclusions or interpretations derived from technical and background information presented in this RFP, or otherwise distributed or made available during this procurement process. The City will not be bound by or be responsible for any explanation, interpretation, or conclusions of this RFP or any documents provided by the City, other than those given in writing by the City, through the issuance of an addenda. It is the full responsibility of the Proposer to thoroughly investigate the needs/requirements of the City not necessarily assumed in this RFP.
