SCTA's overall goal for DBE participation is 3.4%. The project includes the rehabilitation of the Berks Transit Center and the 11th Street Parking Lot, Reading, PA All bids and contracts are subject to all applicable state and federal laws and to a financial assistance contract between the South Central Transit Authority and the Pennsylvania Department of Transportation and the Federal Transit Administration. Contractors and subcontractors will be required to comply with all applicable Buy America, Build America Buy America, Non-Discrimination, Non-Collusion, Lobbying, Debarment and Contractor Integrity laws and regulations. All bidders will be required to certify they are not on the Comptroller General's list of ineligible contractors. SCTA solicits and encourages disadvantaged business enterprise participation. DBEs shall be afforded full consideration of their response and will not be subject to discrimination. A DBE goal has been set for each contract of this project. Bidders are advised that this project is subject to and will be governed by the provisions of the federal Davis-Bacon Act, including amendments and supplements thereto. Bidders shall prepare their bids after giving consideration to the applicability of said federal Davis-Bacon Act to the work. A cashier's check, or an acceptable Bidder's Bond, payable to South Central Transit Authority, 45 Erick Road, Lancaster, PA in an amount of not less than 5 percent (5%) of the largest possible total for the bid submitted, must accompany the bid. A Performance Bond and Payment Bond, each for 100 percent (100%) of the contract price will be required. SCTA reserves the right to postpone, to accept or reject any and all bids, in whole or in part, or to waive any and all informalities or technicalities, as it deems in its best interest. No bids may be withdrawn for a period of sixty (60) days after the date set for the opening of bids. All work to be done under this Contract will be performed at the project sites located at 701 North Franklin Street and 1700 N. 11th Street in the City of Reading, Berks County, Pennsylvania.
