Site work and paving for a mixed-use development in Pittsburgh, Pennsylvania. Completed plans call for site work for a fire / police facility; for paving for a fire / police facility; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

Question Submission Deadline:May 17, 2024, 5:00pm All questions shall be submitted via Q&A feature on OpenGov Bids will be publicly opened in the presence of a Sourcing Specialist and a representative from the Office of the Controller, or their designee. The City of Pittsburgh Office of Management and Budget, on behalf of the Department of Public Works, is soliciting services to repair concrete in Public Safety facilities. These repairs include bay floors, bay-to-apron transitions, and aprons, as well as sidewalks, sidewalk-to-foundation junctions, entries, stairwells, landing slabs, and concrete-encased structural steel beams and girders. Recent structural assessments of Public Safety facilities revealed vehicle bay floors that exhibited cracking and spalling on both the upper and underside of the slabs. The cracking and spalling are caused by water and salt infiltration into the concrete slab, which causes the steel reinforcing bars to corrode and subsequently crack and dislodge concrete surfaces. Some exposure to freeze/thaw cycles may also be a contributing factor. In some facilities, the concrete that encases structural steel beams and girders exhibited similar conditions. Although there are no visible signs of structural failure, these and other areas should be addressed for the safety of the buildings' occupants and the long-term health of the structures. The awarded Contractor will address cracks, spalls, delamination, and damaged joints in these areas and apply an epoxy traffic coating to the bay floor to prevent water and salt from damaging the concrete and underlying structural steel. In some cases, full replacement of concrete (apron and sidewalk slabs, for example) may be required. Contractor affirms that Contractor has thoroughly examined the Advertisement, Specifications, and Site. Contractor fully understands the conditions to be encountered; the character, quality, and quantities of Work to be performed; the material to be furnished; and the requirements of the Site, Specifications, and Advertisement. Contractor assumes all risks and costs arising from a failure to comply with this provision, and the City will make no allowance or concession for such failure. The structural engineer's report for each station can be found in Attachments. While these reports are thorough and representative of existing conditions, it is the responsibility of the contractor to field-verify and address ALL conditions noted below and include them in the scope of work for each station. Additionally, scope specifics by individual station below must also be addressed. Scope: All Stations * Delamination & Spalls: Bays, basements, aprons, and sidewalks - include sidewalk-to-foundation junctions, entries, stairwells, and landing slabs * Cracks: Bays, basements, aprons, and sidewalks - include sidewalk-to-foundation junctions, entries, stairwells, and landing slabs * Joint Repair, Cleaning, Sealing: Bays, basements, aprons, and sidewalks - include sidewalk-to-foundation junctions, entries, stairwells, and landing slabs * Apron-to-Bay Thresholds - Stabilize or replace (See 'Scope: Individual Stations' below and associated station report.) * Damaged/Missing Steel Reinforcing Bars - Splice or replace as required * Bay Floor Drain Assemblies - Repair or replace as necessary * Traffic Coating for Bay Floors *Door guards, vehicle strikes, and/or bollards - Paint safety yellow. Before work begins, all living quarters (kitchens, sitting rooms, and so forth) must be separated from work areas with industrial-grade duct tape or equivalent and plastic (minimum 4-mils) and cover all doors, pass-thru windows, network equipment, electrical panels, and other service points. Additionally, lockers and gym equipment that remain in station for the project must me protected in a similar fashion. When work is complete, the station will be professionally cleaned by a commercial cleaning service at the contractor's expense and then reviewed and accepted by public safety personnel for return to station.
