The service area encompasses 122-square miles in western Los Angeles County and includes the incorporated cities of Hidden Hills, Calabasas, Agoura Hills, and Westlake Village, as well as unincorporated areas (Attachment A). The District provides potable water, recycled water, and wastewater service to a population of more than 75,000. The District is seeking the services of a firm that can utilize radar technology (satellite, aerial, or on-ground) to identify and report the potential locations of leaks throughout its drinking water system. The District operates and maintains over 395 miles of potable water pipes (Attachment B) and more than 68 miles of recycled water pipes. The scope of work will culminate with submission of a report and map(s) showing the potential locations of water leaks in the potable and recycle water system. The District will utilize the findings to help determine where further "on the ground" leak investigations should be conducted and ultimately where repairs or pipe replacements should be prioritized. A general outline of the scope of work is provided below. It is the District's expectation that the proposer uses their expertise to customize the scope of work below, as appropriate, to meet the project objectives in a cost-effective manner. Proposers may identify additional tasks as needed to meet the project objectives or may offer optional tasks as appropriate. Phase 1 - Review of available material and data from the District and other sources and research. o Project Kickoff Meeting (Virtual) o Review of existing District material (GIS / pipe network maps) a. Existing GIS / pipe network maps b. Water quality information (for conductivity, if needed) Phase 2 - Verification and Establishment of Project Boundaries o Verify project boundaries o Secure any special permits / permissions for fly-overs or on-the-ground work Phase 3 - Radar Deployment o Radar execution o Spatial identification of potential leaks Phase 4 - Reporting o Compile and submit a draft report, including maps, showing the locations of potential leaks for District review and comment o Compile and submit a final report with recommendations to pinpoint the locations of potential leaks Document notes: Refer to complete RFP documents for detailed instructions and requirements.
