Question Deadline 05/01/2024 at 2:00 PM PT Online Q&A Yes On-Call Technical Services for Watershed Capital Projects Description of Work: The selected experienced and qualified engineering firm(s) will be tasked to provide on-call technical support to Valley Water in completing flood protection and watershed stewardship capital projects, which includes working with outside agencies in understanding agency processes such as planning processes, grant application processes and permit processes; providing review of technical reports, models and other analyses; and conducting technical analyses or preparing technical reports. Project Objectives: A. The Santa Clara Valley Water District (Valley Water) implements a number of capital and operational projects and programs to meet its mission and goals in water supply, flood protection and watershed stewardship. The on-call services provided pursuant to this Agreement will augment the services of Valley Water staff and provide additional technical support services for Watershed Capital projects as needed. B. The objective of this On-Call Services agreement is to provide technical support in engaging with outside agencies and in reviewing and preparing a variety of technical information and reports. C. All Services required pursuant to this Agreement will be provided only on an as-needed/as-requested basis by the issuance of an authorized Task Order by the Valley Water to the Consultant. A project scope will be developed for each task order, including deliverables for a total not-to-exceed amount. No work will be performed without a task order. The Consultant will perform services on a Task Order Basis as authorized by the VWPM, as set forth in the Standard On-Call Consultant Agreement, Section Twelve, Miscellaneous Provisions, subsection 13. Task Orders. Minimum Qualifications: The following qualifications are the minimum required qualifications that a Proposer must meet for a proposal to be considered responsive: o The Proposer or Proposer's employees shall have 10 years of experience in water resources engineering and policy for large flood protection or watershed stewardship capital projects. o The Proposer or Proposer's employees shall have the following certifications, licenses, or affiliations: Professional Civil Engineering License in the state of CA. o The Proposer shall possess knowledge of regulations and codes regarding flood protection planning including alternatives analysis and development, hydrology and hydraulics, water resources policy, capital project management, and cost estimating and shall be familiar with local conditions relating to flood protection and watershed stewardship in Santa Clara County.
