Site work and paving for a road / highway in Town of Rockingham, Vermont. Completed plans call for site work for a road / highway; and for paving for a road / highway.
BIDDER hereby agrees to complete the items on the attached paving list under the contract between May 7, 2024 and June 15, 2024. In the event the work is not completed by June 15, 2024, BIDDER agrees to pay as liquidated damages, the sum of two hundred ($200.00) dollars for each consecutive calendar day until work is complete, unless such delay is caused by the actions or inactions of the Town, or conditions reasonably determined to be out of the control of the Chosen Contractor. The cutoff date for contractor questions shall be 4:00pm on Thursday, May 2, 2024. The TOWN shall issue an Addendum if necessary, by 12:00pm on Friday, May 3, 2024 HALL COVERED BRIDGE: SCOPE OF WORK Item# Description of work 1 Crosswalk bars (2' x 8'): The contractor shall paint all the crosswalk symbols in the following manner: - 2' x 8' crosswalk bar (101 sheet 1/2 + 35 sheet 2/2 = 136 Total) - 2' space in between The crosswalk edge lines shall be clear and crisp using a form or some type of cutoff to achieve a neat straight line. The Town of Rockingham highway crew has 4-5 precut plastic forms that can be used by the contractor. They have been cut to line up edge to edge with 24" spacing in between. 101 on sheet 1/2 + 35 on sheet 2/2 = 136 Total 2 Stop Bar/arrows/line: Located in the center of downtown at the end of Bridge Street. The crosswalk edge lines shall be clear and crisp using a form or some type of cutoff to achieve a neat straight line. The stop bar forms listed in item 1 may be utilized by the contractor. Total Length: 30' Arrows: 2 left, 2 right White line: 20' to 30' +/- 3 Parking spaces (diagonal & perpendicular): Parking space lines shall be 4" wide, 1 coat. The number of parking spaces is estimated at 64, however this line item shall be lump sum for all 64 +/- spaces. 4 Parking spaces (parallel): Parking space lines shall be 4" wide, 1 coat. The number of parking spaces is estimated at 35, however this line item shall be lump sum for all 35 +/- spaces plus the 20' diagonals leading to the crosswalk. The diagonals shall be 20' minimum. The one by PK's pub will need to be extended from 19' to 20' - taking the additional foot out of the adjoining parking spaces. 5 Long crosswalk line: The 2 long crosswalks along the edge of Rockingham Street from the Rite Aid parking lot to the Legion shall be painted a 4" solid white line. The lines shall be painted as follows: o Rite Aid to the Dinner: Two 4" lines 5' in with - parallel with each other o Diner to the Legion: 5' in width at the Diner, tapering to 4.5' in width as you turn the corner leading to the Diner. These long crosswalks shall be paid as a lump sum item. 6 ADA Parking symbol: This item has been added for any item that may be added during the bidding process. This shall be for the 5 ADA accessible parking spaces. 7 ADA unloading zone: The contractor shall hatch these areas out matching the existing pattern. This shall be for the 5 ADA accessible parking spaces plus the hydrant for a total of 6. NOTE 1 Waterborne Paint: All line markings shall be waterborne paint as identified in VTRANS specification 646.06 of the 2018 specifications. The paint thickness shall be between 15 and 20 mils in thickness. If the crosswalks are hand applied, they shall be painted in one direction with glass beads immediately applied, then the opposite direction with glass beads immediately applied. NOTE 2 Traffic Control: Traffic Control shall be provided by the contractor and included in the above unit process. NOTE 3 Sweeping: This will be performed by the Town prior to painting. NOTE 4 USE of 1 Town Employee: The contractor may use 1 of the highway employees to assist with the line painting, providing a minimum of 24 hours' notice (preferably 48). This shall be paid by the contractor as a credit to the Town based on the following rates: o Regular hours: $45/hour o Nights and weekend hours: $50/hour Technical Requirements This bid is intended for construction by a Contractor with prior line painting experience. The Chosen Contractor may be required to provide references demonstrating successful completion of similar work. The Chosen Contractor may be required to demonstrate that he or she consistently performs work using the highest quality of workmanship. The Chosen Contractor may be required to demonstrate that he or she owns or has access to the equipment required to perform this work. Painting shall conform with VTRANS Specifications 2018 edition. The Contractor is expected to work within the Town right-of-way. Any cost associated with the contractor's desire to obtain clearances to work outside the existing right-of-way will be at the sole expense of the contractor. 2. Damage by the contractor to Town and/or personal property, or utilities during construction will be repaired by the contractor to pre-construction condition and will be at the sole expense of the contractor. 3. The Contractor is required to provide traffic control for the duration of the project. 4. All work performed by the Chosen Contractor shall comply with all federal, state, and local regulations and requirements. The Chosen Contractor shall review and understand all applicable environmental permits and ensure that all construction conditions are met. 5. The Chosen Contractor is responsible for maintaining access to all driveways during construction. The Contractor shall provide Traffic Control acceptable to the Town, including any required barricades, signs, and labor. All signs shall be reflective and conform to MUTCD standards
