BACKGROUND The Blue Water bridge manages several facilities. A new HVAC system was installed in 2015 which is comprised of a variety of systems. The operations of the Blue Water Bridge are 24 hours a day, 365 days a year. Functional heating and cooling systems are imperative to the operations along with the plumbing to make this system operate. The contractor must maintain the functionality of the systems and perform necessary fixes, sometimes on an expedited schedule, so the bridge can remain operational. Facilities include: Administration Building, Truck Cargo Inspection Facility, Annex, Garage, generator building, five toll booths and 21 Custom's and Border Protection Booth's. Certain units may be under warranty and some units belong to the Customs and Border Administration, and no unit shall be worked on without the authorization from the Contract Administrator or the designee. These facility buildings all have numerous bathrooms, lunchrooms, locker rooms, roof drains, storm drains, and hose bibs located throughout the plaza. The supply water and drainage must be maintained to keep the operations running. During the life of this contract, the Annex building may be removed, and four or more other buildings and booths may be built which would fall under this contract. The buildings to be potentially impacted are: an MDOT Admin Building with toll booths, an MDOT maintenance storage building, a Customs and Border Protection Building with inspection booths and an NII building. Some of the units have a building maintenance system that is proprietary, and the program cannot be modified by this contractor. SCOPE The scope of the work will include trouble shooting, maintaining, reporting on and repairing systems to ensure the full operation status of the HVAC and plumbing systems at the Blue Water Bridge. This will include emergency repairs, improvements approved by the Blue Water Bridge, acquisition of spare parts to minimize impact of system failures, and preventative maintenance that is beyond the abilities of the Blue Water Bridge facilities maintenance staff. Preventative maintenance includes but is not limited to: issuance of CSD-1's which includes combustion analysis, backflow preventer checks, annual boiler treatments, repairs to bathrooms and locker rooms, kitchen supply lines and drainage lines and watermain and drainage lines on the plaza. HVAC unit models and quantities are provided in a separate attachment. Spare parts will be owned by the Blue Water Bridge and stored at a specified location on site. The parts will be paid for at invoiced price plus a 10% markup. 4.4. Work Hours The contractor must provide Contract Activities during the State's normal working hours Monday - Friday, 7:00 a.m. to 5:00 p.m. EST. Possible night, weekend and Holiday hours may be required depending on the requirements of the project. The contract time starts when the technician arrives on site.
