Renovation of a municipal facility in Springfield, Ohio. Working plans call for the renovation of a municipal facility.
As of June 5 2024, the project will rebid. No definite date for the rebid. Proposals will be received for the Elevator Modernization Contract: Phase II, by the Board of Clark County Commissioners, 3130 East Main Street, Springfield, OH 45503 Each proposal shall contain the full name and address of each person or company submitting the proposal. Proposals must be clearly marked on the outside of the envelope in the lower left-hand corner: "Request for Proposals: Elevator Modernization Contract: Phase II". The name and address of the company submitting the proposal shall also appear on the outside of the envelope. After review and recommendation by a proposal review team and the County, a contract may be awarded, by the County, to the responsible firm whose proposal is most advantageous to the county, with price and other factors considered. All proposals must be accompanied by a bid bond for the full amount of the proposal. The successful bidder will be required to post a Performance Bond in the amount equal to 100% of the bid award and, if bidder fails to post same, the bid bond shall be forfeited as liquidated damages. A Bid Bond that would convert to the Performance Bond shall be in the amount of 100% of the proposal. Bid guarantees of unsuccessful bidders shall be returned immediately after action is taken to award or reject proposals. FAILURE TO SUBMIT A PROPER BID GUARANTY WILL AUTOMATICALLY INVALIDATE THE PROPOSAL. The successful bidder will be required to pay not less than the minimum wage rates established by the Department of Industrial Relations of the State of Ohio in accordance with all provisions of the Prevailing Wage Act of the State of Ohio, ORC Sections 4115.03 and 4115.16 and related requirements. The apparent successful bidder on any contract exceeding $100,000.00 requiring prevailing wages must submit its two most recent financial statements that have been compiled, reviewed or audited by a licensed Certified Public Accountant within seven days after bid opening date and must certify compliance with the County's financial requirements/tests, a copy of which are included in the bid documents. In order to ensure fair and impartial evaluation, proposals and any documents or other records related to negotiation for any contract shall not be available until after the award of that contract. Thereafter, such records will be made available for inspection and copying, upon request, after the County has an opportunity to review such records and redact all information that is prohibited from being released by law. THE COUNTY RESERVES THE RIGHT TO REJECT ANY AND ALL PROPOSALS AND TO WAIVE ANY DEFECT IN A PROPOSAL UNLESS WAIVER OF THAT DEFECT WOULD MATERIALLY ALTER THE RFP REQUIREMENTS. Please note that the County is exempt from all Federal, State, and Local Sales and/or Excise Taxes. Attention to all bidders is called to the following requirements: Bid Bond, compliance with Equal Employment Opportunity policies; signing of the Personal Property Tax Statement, Non-Collusion Affidavit, Non-Discrimination Affidavit, and Affidavit in Compliance with Section 3517.13 of the Ohio Revised Code and their return with the bid.
