The Project calls for hydraulic water jet cleaning, root cutting, inspecting/tele- vising City storm sewers (6- inch to 60-inch) and cleaing manholes and inlets. Disposal of removed debris from the sewers and man- holes is also a part of the project. This contract has two phases. Phase 1 consists of cleaning and tele- vising approximately 62,312 linear feet of storm sewers and cleaning approximately 600 manholes/inlets as defined in the project plans. Phase 1 has a target completion of one (1) year from the date of commencement. Phase 2 consists of diagnostic Services that will be performed at the option of the City and will be defined at a later date. Diagnostic Services shall include cleaning and televising of storm sewers with un- defined locations and diameters in order to diagnose storm sewer problems that are encountered during Phase 1 of the project. Diagnostic cleaning and televising may occur at any location within the City and at any time during the contract period. Each bid shall be accompanied by an acceptable form of Bid Guaranty in an amount equal to at least TEN PERCENT (10%), as a guarantee that if the bid is accepted, the bidder will execute the contract and all other Contract Documents and file acceptable contract bond and proof of insurance within fourteen (14) days after the award of the contract and prior to commencement of work. There are two sets of diversity goals in place for this project: (1) A utilization goal of 0% MBE (Minority Business Enterprise) and 0% WBE (Woman Business Enterprise). Utilization goals refer to the percentage of work performed by MBE or WBE subcontractors on the project. (2) A workforce participation goal of 20% MBE and 15% WBE. Workforce participation goals refer to the percentage of minority and female individuals employed on a project. Bidders will be required to show that they have met one or both of the above diversity goals or that they have made, or commit to making, good faith efforts to reach those goals. Sufficiency of good faith efforts may vary depending on the type of contract, the type of products and/or services to be provided, and the duration of the contract. The City of Champaign, Illinois, reserves the right to reject any or all bids or portions thereof and to waive any formality or technicality in any bids in the interest of the City. The criteria for selection of the lowest responsible bidder are set forth in Section 12.5-38 of the Champaign Municipal Code, 1985, as amended and the bid documents. To the extent required by law, the contractor shall comply with the Illinois Prevailing Wage Act, the Veteran's Preference Act, the Employment of Illinois Workers on Public Works Act, the City's Equal Opportunity in Purchasing Ordinance and the Illinois Human Rights Act. If federal funds are used to finance this project, the contractor shall comply with the Davis-Bacon Act.
