The update process will engage community stakeholders, integrate public input, and reflect Mansfield's commitment to environmental stewardship, affordable housing, economic development, and DEI principles. 1. Project Initiation and Management o Conduct an initial meeting with town officials to outline project objectives, timelines, and deliverables o Establish a Steering Committee o Establish a project management plan, including a communication plan, timeline, and roles and responsibilities. 2. Community Engagement and Stakeholder Involvement o Design and implement a comprehensive, multi-faceted community engagement strategy that builds on the engagement conducted through the Mansfield Tomorrow planning initiatives currently underway and engages underrepresented groups. 3. Data Collection and Analysis o Assess current conditions and trends to inform the development of the POCD. o Collect and analyze relevant data on demographics, land use, housing, economic development, natural resources, transportation, public facilities, housing, and other relevant topics. o Conduct a build out analysis o Compile data to update existing maps and create additional maps as necessary. 4. Review Existing Plans and Regulations o Assess the current POCD's effectiveness in achieving its goals and objectives. o Review existing plans, studies, and regulations to ensure consistency and identify areas for alignment or revisions. 5. Vision and Goal Setting o Develop a clear and shared vision for the future of Mansfield that incorporates the values and preferences expressed by community stakeholders. 6. Plan Development o Prepare a draft POCD, including updated goals, strategies, and actions. o Develop a clear and detailed implementation strategy, outlining responsible parties, timelines, and potential funding sources. o Provide recommendations for monitoring and updating the POCD. 7. Public Review and Revision o Present the draft POCD to the community for feedback through public meetings and online platforms. o Revise the draft POCD based on public and stakeholder input. 8. Final Plan and Adoption o Prepare the final POCD document, including all maps, appendices, and supporting materials. o Assist the town in the process required for adopting the updated POCD, including public hearings and compliance with CGS Section 8-23. 9. Implementation Strategy o Develop recommendations for monitoring and updating the POCD. The method of Contractor Selection has not been Determined at this time Mansfield, with a population of approximately 26,000, is located in Northeastern CT and part of the Last Green Valley National Heritage Corridor. Spanning over 45 square miles and home to the University of Connecticut, Mansfield offers a unique blend of urban, suburban, and rural living in a vibrant university setting that is less than an hour from Hartford, CT and Providence, RI. Mansfield is currently in the process of completing three major planning initiatives that fall under the Mansfield Tomorrow planning "umbrella" that will need to be integrated into the plan. These include: o Northwest Mansfield Vision and Strategy Plan o Parks and Recreation Master Plan o Facilities Master Plan The anticipated RFP schedule is as follows. The Town reserves the right to modify this timeline following receipt of RFP responses The Town of Mansfield reserves the right to make an award without further discussion of the proposal submitted. Therefore, the proposal should be initially submitted on the most favorable terms the vendor can offer. The Town may require changes in the scope of services as deemed necessary by the Town, before execution of an Agreement. The Town shall not be bound or in any way obligated until both parties have executed a Professional Service Agreement.
