The City of Calabasas ("City") seeks proposals for Engineering Services for the Senior Center Parking Lot Expansion Project ("Project") from qualified, properly licensed, and experienced consulting engineering companies ("Consultants"). The purpose of this Request for Proposal ("RFP") is to provide Consultants with sufficient information to prepare and submit a proposal detailing the expertise and services the company can provide. The City of Calabasas (City), is soliciting proposals from interested and licensed consulting service providers/firms ("Consultants") to design additional parking for the City of Calabasas Civic Center campus which includes City Hall, the Calabasas Library, and the Senior Center. The parking lot expansion will require cutting into a hillside to add 12-18 new parking spots by construction of a retaining wall up to 15 feet in height. Consultants may proposer other concepts to the City for consideration. The Request for Proposal (RFP) is aimed to provide proposers with sufficient information to prepare and submit a proposal detailing their expertise and qualifications in order to complete all necessary aspects of the project detailed below. This RFP describes scope of services, necessary license(s), and the minimum information that must be included in the proposal. The City intends to award a professional services agreement in summer 2024 and anticipates preliminary design work to begin in later summer 2024. Firm Selection June 2024 Council approval of Professional Services Agreement Summer 2024 The City of Calabasas is seeking professional engineering services to expand the existing Senior Center parking lot. The consultant will present a concept design to the City, which will include retaining wall structure(s) and the parking lot layout. The consultant may present alternative option(s) based on soils investigation and engineering analysis at the concept design level. The City will review and choose best option to move forward. Selection of the best option will be primarily based on the estimated total construction cost for each parking stall added. The option with the lowest per-stall cost will likely be the best alternative; however, the City may consider other factors such as estimated construction impacts, duration, and aesthetics. The City of Calabasas reserves the right to accept or reject any or all proposals, to waive any informality, to negotiate separately with competing bidders and to accept the proposal deemed to be in the best interest of the City.
