DeSoto Parish Police Jury (DPPJ)/Office of Community Services (OCS) is requesting bids from qualified vendors for weatherization material and products for homes in Bienville, Bossier, Claiborne, DeSoto, Morehouse, Natchitoches, Red River, Sabine, Union and Webster parishes. DeSoto Parish Police Jury (DPPJ)/Office of Community Services (OCS) is administering a Weatherization Assistance Program in the parishes listed above under contract with Louisiana Housing Corporation. This agreement facilitates the expenditures of the Weatherization Assistance Program ("WAP") funds made available through the United States Department of Energy ("DOE"), under Title IV of the Energy Conservation and Production Act, as amended and the Department of Health and Human Services ("DHHS"), Low Income Home Energy Assistance Act of 1981, as amended, 45 CFR 96, LIHEAP Statute. All grant awards made under this program must comply with any applicable Federal and State laws and regulations including but not limited to the WAP regulations contained in 10 CFR Part 440, 10 CFR 600, OMB Circular A-87, OMB Circular A-122, OMB Circular A-133 and other policies and procedures as DOE may prescribe for the administration of financial assistance. Material must conform to Appendix A to Part 440-Standards for Weatherization Materials Funds shall be expended and all services shall be performed by the Contractor/vendor under this agreement and shall comply with the DOE-approved Weatherization Assistance State Plan and the LIHEAP-approved State Plan in effect during the period(s) of this agreement and with the policies and procedures and guidance of DOE and DHHS and the Louisiana Housing Corporation. The initial contract period begins July 1 2024, following the selection of contractor, and terminates on June 30, 2025. The contract may be renewed every (12) twelve months for three (3) years, if the material prices remain the same. Owner Rights: DeSoto Parish Police Jury/OCS reserves the right to reject any and all bids for just cause.
