Site work and new construction of a fire / police facility in Dayton, Virginia. Completed plans call for the construction of a fire / police facility; and for site work for a fire / police facility.
Rockingham County Department of Fire and Rescue - two new fire stations, one in Dayton, VA and the other in Fulks Run, VA. The following three prequalified General Contractors are cordially invited to provide a Bid for the construction of this project. Opaque, sealed envelope or box containing the bid shall be clearly identified with the following: "ITB# 24-0426-01, Bid for RCFR Dayton & Fulks Run, VA Stations" Drawings and Project Manuals, dated April 19, 2024, will be available from the offices of Mather Architects, PC, 37 Paul Street, Harrisonburg, Virginia, 22801, (540) 442-1400. BIDDER QUALIFICATIONS: 1. The bidder must be a Class "A" Virginia licensed contractor. 2. The bidder must be able to provide to the Owner a Performance and Payment Bond for 100% of the value of the project, if awarded the project. AIA Document A-311, "Performance Bond and Labor and Material Bond" shall be used as the form of the bond. 3. The bidder must provide a bid guarantee in the amount of 5% of the value of the project. This bid guarantee can be in the form of a cashier's check, certified check, or bid bond made payable to the Owner. This is to be included with the Bid Proposal. 4. Any bid received after the time indicated shall not be opened or considered, and shall be returned to the bidder. 5. The Owner may reject any bid that is not complete or properly prepared. Any deviation from the prepared Bid Form or from bidding the Contract Documents as shown may result in a rejection of the bid. 6. Bids may not be withdrawn for a period of 60 days after the bid opening. Refer to the "Instructions to Bidders". 7. Submitting a bid via facsimile or email is not acceptable. PHASING AND TIME OF COMPLETION: The contract will be awarded on a lump sum basis for the two stations together. An effort should be made to itemize the expenses for each station to the best of the contractor's ability. Following the official Notice to Proceed from the owner, the Fulks Run station will begin first and the Dayton station second. The Fulks Run station shall be Final Complete early 2025, while the Dayton station shall be Final Completed late 2025. The General Contractor shall propose a timeline for both stations which maximizes savings but staggers the start and completion dates as described above. BID SUBMISSION CHECKLIST All documents contained within the bid submission shall be completed in their entirety and signed and dated where required. 1. Bid Form 2. Signed Addenda, if any 3. Bid Bond AWARD OF CONTRACT RCFR reserves the right to reject any and all Bids, to waive or not waive any and all informalities, to negotiate contract terms with the Successful Bidder, and the right to disregard all nonconforming, nonresponsive, or conditional Bids. Also, RCFR reserves the right to reject the BID of any BIDDER if RCFR believes that it would not be in the best interest of the project to make an award to that Bidder, whether because the BID is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by RCFR.
