The Town of Burnsville is seeking qualified engineering consultants to complete a Lead Service Line Inventory of its existing water lines to identify any lead lines and/or and galvanized water lines downstream of a lead pipe. The Town of Burnsville received a loan from the North Carolina Department of Environmental Quality (NCDEQ) for the purpose and goal creating an inventory of lead water lines and galvanized water lines downstream of a lead pipe in compliance with United States EPA Lead and Copper Rule Revisions 2021 The Federal EPA requires a Lead Service Line (LSL) Inventory of both the private and public sides of the meter to be completed by October 16, 2024. North Carolina Department of Environmental Quality requires inventories to be completed and returned to them on or before October 1, 2024. It is anticipated that the selected consultant will be responsible, but not limited to, conducting a detailed inventory of lead service lines connected to the Town of Burnsville's public water system both inside and outside of town limits. The system contains a total of 1,561 residential and non-residential customers. Burnsville anticipates the inventory assessed using a variety of approaches including the Town's GIS database, historical records review, identifying service line material during normal operations, service line investigations or other methods as the consultant recommends. Typical information collected during the inventory process should include the address, pipe size, material, and length from the meter to the foundation wall and from the meter to the water main. All lead goosenecks identified should be marked as well for future replacement. The project should result in sufficient information to allow for completion and submittal the Lead Service Line Inventory Report that meets EPA and DEQ standards and provide the same to DEQ prior to their October 1, 2024 deadline. The engineering consultant shall assist the Town in the preparation of the Inventory Report. A plan/strategy for any replacements of lines or connections as well as assisting the Town with consumer outreach and education. The following is an outline of desired services. The Town will also consider input from respondents as to other suggested services to be considered for inclusion.
