The State of Montana Natural Resource Damage Program, is issuing an Invitation for Bid (IFB) for construction services. A more complete description of the services are provided in the Invitation to Bid and other Bidding Documents. Bids submitted in response to this IFB must comply with the instructions and procedures presented in the Bid Documents. PROJECT LOCATION The Project is located within the Spotted Dog Wildlife Management Area in Powell County, approximately 9 miles south of Avon, Montana. The project can be accessed from Avon via Spotted Dog Creek Road to the WMA entrance and then via an unnamed road to Jake Creek Road or US Forest Service Road 314. The WMA is closed annually between December 2 and May 14. PROJECT DESCRIPTION The Work will generally consist of providing all labor, materials, earthwork, and incidentals necessary to complete the Work required by the Contract Documents including as shown on the Drawings and described in the Special Provisions and Technical Specifications. Work generally includes: restoration of a small diverted tributary stream; stabilization an active headcut, construction of main channel plugs; floodplain entrance channels, and low profile channel plugs at three sites; construction of beaver habitat structures; reinforcement of a previously constructed main channel plug, construction of gravelsod check dams, repairs and enhancements on previously completed restoration work, removing a damaged culvert and associated fill material, and construction of large wood structures. the project site is located on montana fish, wildlife and parks land approximately 8 miles upstream from the confluence with the little blackfoot river near avon, mt. the work described in this plan set represents phase 4 of work completed by the state to improve wetland and riparian resources within the spotted dog wma. phase 1 was completed in 2020 and included construction of beaver habitat structures and slope wetland restoration. phase 2 was completed in 2021 and included channel and floodplain restoration. phase 3 was completed in 2022 and included reinforcing an existing beaver dam and construction of beaver habitat structures. proposed work is being done to create conditions for increased beaver occupancy in upper spotted dog creek and south fork spotted dog creek to restore floodplain connectivity, enhance riparian ecological function and increase wetland area. PROJECT TIME The Contract Times for the Work will be 106 consecutive calendar days from the date indicated in the Notice to Proceed. Work must not commence until July 15, 2024, for in-channel work and must be completed prior to October 15, 2024.
