Demolition and site work for a military facility in Helena, Montana. Completed plans call for the demolition of a military facility; and for site work for a military facility.
10 JUN 2024 - Offerors must email their entire quote/proposal to mary.harding@usda.gov by 5:00 p.m. EST on 14 June 2024. The following are prospective offerors' questions and the Government's response to those questions: Q1 - In regards to "Attachment 4 - Technical Proposal Questionnaire Form" is it suitable for solely the subcontractor's information to be inputted into the form A1 - You need to provide information on the firm that is submitting the proposal or quote in response to the solicitation. If you intend to use subcontractors, then you can include the information about those subcontractors in your responses. Q2 - What documents do we need to participate in the bid A2 - You will need to be registered in SAM.gov in order to be considered for award. Q3 - When filing the Technical Proposal Questionnaire, Would we be a Prime or Sub Contractor I have been a residential General contractor for 27 years but never been involved in a federal co.ntract. A3 - If you are submitting a quote or proposal in response to this solicitation, then you would be the Prime Contractor. Q4 - How do we receive a UEI Number A4 - Go to SAM.gov and register your business and create a profile/account for your firm. Q5 - Do I issue my standard itemized proposal or simply fill out the document called 1240LU24Q0030_15MAY2024.pdf. A5 - Read what it says in Section L of the solicitation, and provide the information and documents that it states are required to be included in your quote or proposal. Q6 - In the notes of Attachment 1 - Plan Set on page 5, it says, 'Cabin will be lifted approximately 36" above existing foundation by Forest Service personnel prior to project start.' Does this mean the cabin will also be moved out of the way A6 - The cabin will not be moved out of the way. See note 2 on S-4, where it states, "Foundation demo and new foundation construction will take place under stabilized structure." The same note is also on S-5. Q7 - The solicitation states to address the offer to your email. The question I have is the technical proposal questionnaire states to submit to USDA in Ogden. I assume that I send everything to you, but I wanted to clarify the technical proposal questionnaire portion. A7 - Yes, please email your quote/proposal to mary.harding@usda.gov. Q8 - Just confirming where the bids should be sent for this job. A8 - You should send your proposal to mary.harding@usda.gov. The above Q&As are hereby incorporated into the solicitation. This project includes, but is not limited to, the following work that the contractor must perform and complete by the required completion date: demolish the existing concrete; excavate under the building; prepare subgrade; install cellar daylight drain; form footings, place foundation reinforcement; pour and cure concrete; remove forms; place foundation drain; backfill and compact site; remove precast vault. Note that the existing building will be raised and shored, and excavation work will be done below the building. The contractor is responsible for all labor, materials, tools, equipment, transportation, quality control, supervision and any services necessary to complete the work stated and shown on the plans and specifications. All waste and excess materials generated from construction shall be disposed of, off Forest Service lands and in compliance with governing federal, state and local laws. PROJECT LOCATION Place of Performance: Helena Ranger District (HRD), Powell County, Montana Kading Cabin approximate address: Little Blackfoot River Road, Elliston MT Lat: 46.4304 Long: -112.4811 C.3 MAGNITUDE OF CONSTRUCTION PROJECT The Estimated Magnitude of Construction is $25,000 - $100,000. The Period of Performance (POP) shall be from 01 JUL 2024 through 30 SEP 2024. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Goals for minority participation for each trade 2.7% Goals for female participation for each trade 6.9%
