West County Wastewater District ("WCW") is seeking proposals from qualified firms to provide Prepare the Landscape Construction Plans for the Foster Lane Sewer Realignment Project. The Engineer shall also prepare the Front and Back-end specifications for the provided Sewer Realignment Engineering plan and subsequently Combine Landscape & Engineering plans and prepare all necessary bid documents for construction. ("Services"), as further detailed in Section 3, Scope of Services. If approved by WCW's Board of Directors, the successful Proposer will execute an agreement in the form of Attachment A for one (1) year base term with up to four (4) one year option terms. . The project scope, content of proposal, and selection process are summarized in this Request for Proposals ("RFP"). WCW intends to adhere to the solicitation schedule shown in the Timeline below, which is subject to change at WCW's sole discretion. Questions and Requests for Clarifications ("RFCs") Due:May 14, 2024, 4:00pm WCW's Response to Questions/RFCs:May 21, 2024, 4:30pm Questions regarding this RFP are to be submitted and answered through WCW's at online. Submission of a proposal constitutes a firm offer to WCW for 180 days from the deadline. Background WCW provides wastewater collection and treatment services to approximately 100,000 residents. WCW is a political subdivision of the State of California and operates as an independent special district. WCW's current political boundaries are comprised of the City of San Pablo, a portion of the City of Richmond, a portion of the City of Pinole, and some unincorporated areas within western Contra Costa County. WCW's system includes 249 miles of gravity sewer pipelines, 17 lift stations, 6 miles of pressurized force mains, and a water quality resource recovery plant with a National Pollutant Discharge Elimination System (NPDES) permitted capacity of 12.5 million gallons per day. Approximately 50 years ago, a landslide compromised the gravity sewer on Foster Lane. Initially, a lift station was constructed to provide sewer service to the residents, while the acquisition of easements and the preparation of the Engineering plan could be completed. The Engineering plans for the project (to restore the gravity sewer infrastructure and decommission the lift station) were completed in 2022, but complete project technical specifications still need to be prepared for the construction bid documents. All other easements and agreements were finalized in the first half of 2023. In compliance with the easement agreements, certain work must be performed during and post construction to restore the parcels to their prior condition. This work includes landscaping and other outdoor hardscape-related tasks. For WCW to request construction bids in Opengov, the on-call consultant will need to provide the following: Supply the Landscape Construction plans with a technical specifications addendum for the Foster Lane Sewer Realignment Project. Provide the technical specifications for the Engineering plan (provided by WCW) based on WCW's template for public works specifications. Prepare the Front and Back end specifications (based on WCW's template for public works specifications), for the Sewer Realignment Engineering plan (also furnished by WCW). Combine Landscape and Engineering plans and prepare all necessary bid documents for constructing the Foster Lane Sewer Realignment Project.. Landscape Scope of Work This project includes the preparation of the Landscape Construction Plans for the Foster Lane Sewer Realignment Project by the consultant and performing various works during and after the project's construction. The plans will be used to remediate the landscaping of all six parcels affected by the project. The design must incorporate the terms specified in easement acquisition documents. SCOPE: The Consultant's responsibilities will include, but are not limited to, producing final plans, cost estimates, and specifications. The consultant must utilize the easement agreements and available conceptual renderings provided. The following will be accomplished under this contract: Conduct a site survey to identify the actual conditions of the site before preparing design drawings. Prepare the Landscape Construction Plan to match the provided renderings and site conditions. Select appropriate plant material for the Landscape Construction Plan - trees, shrubs, grass, ground cover, etc. Prepare Hardscape drawings (as part of the Landscape Construction Plan set) - deck, stairs, fence, paving, affected hardscapes, etc. Design Deliverables must be submitted within 25 working days from the T.O. Proposal issuance date. Provide Inspection of the Landscape Scope of Work during construction. Provide post-construction services, including site inspections and the preparation of as-built drawings upon completion of the construction work. Stamp all civil engineering drawings (if applicable) by a California registered professional engineer (P.E.) Refer to the attachment section (Attachments F, H & I) for further details.
