For this Best Value RFP, these ranges represent the percentage of MBE and WBE participation that should be attained by MBEs and WBEs from business opportunities existing in the available market absent discrimination in the solicitation and selection of these businesses and through proposer's exercise of Best and Good Faith Efforts ("BGFE"). BGFE are those efforts, the scope, intensity, and appropriateness of which are taken to achieve meaningful and representative opportunities for participation by MBEs and WBEs.
