The purpose and intent of this IFB is to establish a firm fixed-price contract with one qualified Contractor to construct an asphalt trail at the Forest Recreation Center as per Specification Section 01010 - Summary of Work and the Contract documents included in this solicitation. The IFB also includes an add Alternate #1 to pave an existing gravel trail at the adjacent Forest Library and add Alternate #2 to slurry the existing parking lot at Forest Recreation Center. This solicitation is issued by the Bedford County Department of Parks and Recreation on behalf of the Bedford County Board of Supervisors, a political subdivision of the Commonwealth of Virginia, herein referred collectively for convenience as "Owner The project site is located at 1088 Rustic Village Rd, Forest, VA 24551 Contractor shall, within five (5) business days of notice of award, furnish performance and payment bonds, each in the amount at least equal to the Contract price as security and faithful performance and payment of all of the Contractor's obligations under this IFB. These bonds shall remain in effect until completion of the work, except as otherwise required by laws and regulations. The surety shall be licensed to transact business in Virginia. Liquidated Damages: Contractor and Owner recognize that the Owner will suffer financial loss if the work is not completed within the contract period, plus any extensions thereof allowed under paragraph 39 of the General Conditions. The parties also recognize the delays, expense, and difficulties involved in proving a legal or other dispute resolution proceeding the actual loss suffered by the Owner if the work is not completed on time.
