PURPOSE: The purpose of this Invitation for Bids (IFB) for the County of Bedford, VA Economic Development Authority (hereinafter "Owner") is to solicit bids to furnish/provide clearing and grubbing of two lots in the New London Business & Technology Center (NLBTC), installation of a gravel road extending from Meade Road to access the two lots, waterline, underground electric and communications line extensions, stormwater basins, associated earthwork and grading, erosion and sediment controls, and all work incidental to the project. BACKGROUND: The Owner is award recipient of two grants to further develop the NLBTC: 1) Virginia Business Ready Sites Program; and 2) Virginia Tobacco Region Revitalization Commission. The Owner intends to use these two grants to fund the work described in this IFB to achieve "Tier 4" designation by the Virginia Economic Development Partnership. Upon completion of the project, Owner intends to pursue additional grant opportunities to perform grading activities necessary for "Tier 5" shovel-ready designation. The Scope of Work is generally comprised of, but not limited to: Clear and grub two lots in the NLBTC Install gravel access road extended to two cleared lots, including associated earthwork and grading activities Extend water line along new gravel road, including all associated appurtenances Extend underground electrical and communications lines along new gravel road Install stormwater management features, including basins, culverts, piping, and structures Install erosion and sediment controls and permanent stabilization All work incidental to the project Questions or comments related to this solicitation shall be directed to the Procurement Manager not later than 3:00 PM on April 25, 2025.
