Construction Schedule: Construction Begins As soon as possible after executed contract Construction Complete 08/01/2024 COVID-19 Protection & Planning - (Effective immediately and until further notice)The University System of New Hampshire, at a minimum, follows C D C, NH Department of Health, and OSHA guidelines relating to COVID-19 protection to ensure a clean, safe, and highly functioning campus. To ensure the health and safety of the community, all contractors, sub-contractors, design, and other professionals working on a USNH campus will be required to follow current C D C and State guidelines. All contractors, subcontractors, design, and other professionals will also submit to campus Covid-19 protocols for the duration of their work on campus. Purpose The University System of New Hampshire (hereafter referred to as USNH or Owner) representing University of New Hampshire Facilities Project Management (UNH FPM) is requesting bids for Congreve Hall Heat Exchanger Replacement. Scope of Services The general scope of work for this project includes the following: The existing steam-fired hot water heaters located in Congreve mechanical room have reached the end of useful life. The goal of this project is to provide a reliable, durable and energy efficient replacement to serve the domestic hot water heating loads in Congreve, McLaughlin, and Lord Halls. The proposed system consists of a single new steam-fired domestic hot water heater located in Congreve. The system will be interconnected with the piping distribution that feeds DHW to McLaughlin and Lord. The recently installed Nat. gas-fired instantaneous hot water heater in McLaughlin Hall will serve as a backup water heater when steam is not available, or the steam fired water heater is down for maintenance. General Information All interested subcontractors, suppliers, distributors, etc. should submit their sub-bids to the bidding contractor(s) of their choice. Special attention is called to: o The University System of New Hampshire (USNH) uses a modified form of ConsensusDocs 200 Standard Agreement and General Conditions Between Owner and Constructor (Lump Sum). This document is available on the web in the Buyer Attachments section of the Event. o The UNH Planning, Design and Construction Guidelines will be a part of this contract and is available at: website o This solicitation package contains a mix of USNH documents and documents provided by the design professional. If any discrepancy is noted between a USNH document and one provided by the design professional, the USNH document shall prevail. In addition, if any discrepancy is noted between an design professional-supplied document and the UNH Planning, Design and Construction Guidelines the UNH standards shall prevail. o All definitions in the bid, contract, general conditions, supplemental conditions, specifications, and other bidding and contract documents are incorporated herein by reference and are fully applicable hereto. o For all construction contracts; wherever the word "Contractor" is used, it is also meant to apply to Design/Build firms and CM firms. o If there is no outside (third party) design engineer on the project, then the word "Owner" should be substituted in any place where the term "design engineer" is stated. EXAMINATION OF SITE, CONTRACT DOCUMENTS AND GENERAL BID REQUIREMENT All bidders are expected to visit the site of the proposed work and fully acquaint themselves with the conditions as they exist and shall thoroughly examine the contract documents. Failure of any bidders to visit the site and acquaint themselves with the contract documents shall in no way relieve them from any obligations with respect to their bid. If a mandatory pre-bid meeting/site inspection is scheduled, (see event timeline), bids will not be accepted from firms that did not attend a mandatory meeting. Business cards will be collected as evidence of attendance. The Bidder shall be conclusively deemed to have known and seen all facts and circumstances reasonably observable by an experienced contractor visiting the site for the purpose of preparing and submitting a bid. By submitting a bid, the Bidder agrees that the contract documents are adequate and that the required result can be produced. Should the Bidder find, during examination of the contract documents or after visiting the site, any discrepancies, omissions, ambiguities or conflicts in or among the contract documents, or be in doubt as to their meaning, the Bidder shall so notify the Owners Agent and request interpretation. The successful Bidder shall furnish any and all extras and make any changes needed to produce the required result to the satisfaction of the Owners Representative. The successful Bidder will be reimbursed for extra work as provided under "Changes in the Work" in the General Conditions of the Contract. INTERPRETATIONS AND ADDENDA No interpretation of the meaning of the drawings, specifications, or other contract documents will be made to any bidder orally. Any and all such interpretations and any supplemental instructions will be on the Q&A Board or as as upplemental attachment. Anything stated orally yet not confirmed in the Event shall be considered as not having been said. Interpretations or supplemental attachments will be posted in the Event not less than four (4) business days, prior to the bid opening date. Failure of any bidder to review the Q&A Board and supplemental attachments shall not relieve him/her from any obligation under his/her bid as submitted. All supplemental attachments issued shall become part of the contract documents. INSURANCE Simultaneously with delivery of the executed contract, the successful bidder shall deliver to the Owner's Agent the certificate of insurance required by USNH Insurance Requirements of Construction Contract (Rev 02/15/2022). This document is available in the Buyer Attachments section of this event. All limits will be required unless changes are made in Document 00100 Instructions to Bidders. No work will begin on campus until USNH is in receipt of the Certificate of Insurance. BID SECURITY AND BONDING Bid security and performance and payment bonds are required for all projects of $100,000 or greater. USNH bond documents, 00410, 00610 and 00620 are available online in the Buyer Attachments section of this Event. Other bid bond formats are not acceptable. Original bid security documents and bonds shall be delivered to: UNH Director Mark Geuther at: Mark.Geuther@unh.edu USNH will only accept electronic bonds
