City reserves the right to request a best and final offer upon completion of negotiations. NO FAXED OR EMAILED BIDS! All documents (forms) herein and attached are required to be completed and returned with response. A Bid Bond in the amount of 5% is required with your bid response. Failure to provide a Bid Bond could deem your bid non-responsive. A Performance, Payment and Maintenance (2 yr.) Bond will be required upon award. Please acknowledge the City of Garland's Terms and Conditions in the "Attributes" Section. All questions must be answered within the Ion Wave Question & Answer segment. The deadline for submitting questions on this bid is May 27, 2024 at 5:00 p.m. DESCRIPTION OF PROJECT The Holford Road Switching Station project is located in Garland, Texas. The project is the development of a new, green field site in conjunction with the development of an adjacent data center campus by others. The GP&L 138 kV Switch Yard constructed by this Contract will send load over the fence to serve the new data center campus. Transmission Line construction will also be ongoing by others to provide a power source for this new switchyard location. SCOPE OF WORK FOR THIS CONTRACT Major scope items for this Contract are listed as follows. Efforts have been made to achieve a reasonable level of completeness however the following list should not be considered exhaustive. All attached and referenced design documents are incorporated and made part of the bid documents. 1. It is assumed that the site developer will terminate their SWPPP permit for the larger developed campus area. This will occur on or around the time of transfer of ownership for the smaller site pad used by this Project to GP&L. The intent is to initiate a new SWPPP permit to cover the period of construction. GP&L must be listed as the ultimate owner but the successful bidder on this Contract will be the named entity on the new SWPPP permit. The site will be graded with BMP's already in place according to the previous SWPPP permit held by the site developer. It will be the responsibility of this Contract to perform reporting and monitoring duties as well as to make any repairs required along the way. 2. Install Foundations for all structures as indicated. This Contract to provide rebar and concrete with all drilling, forming, removal of spoils, etc. required for a complete foundation installation. The Owner is providing anchor bolts and steel. The geotechnical report is included for reference. Note the site is rocky with a soft limestone rock and effectively no topsoil cover. 3. The site will be provided graded and with 8" of flex base material already installed. This is intended to provide a workable and weather resistant surface to support the construction efforts of this Contract. 4. The site will be provided with high security fence already in place. This will provide a secure construction site and limited laydown area. Should additional area beyond the high security fence be needed for laydown, storage, parking, construction offices, etc. this will be the responsibility of this Contract. Note that the high security fence will be provided initially with the motorized gate unpowered. It will be manually operable along with the other 2 access gates. The motorized gate will be powered and commissioned near the end of the project.
