Site work for a water / sewer project in Malta, Montana. Working plans call for site work for a water / sewer project.

The Department of Interior, Bureau of Land Management (BLM), Montana State Office intends to solicit sealed bids for construction activities associated with the repair of the Wapati Reservoir dam embankment and for construction activities associated with the repair of spillway and dam embankments for the Taint Reservoir, Paleface Reservoir, and Whiteface Reservoir. The 2024 Phillips Reservoirs Repair project contains four existing reservoirs that need repair work to avoid future failure. All four reservoirs are located in South Phillips County approximately 60 miles south of Malta, Montana. BLM will issue Solicitation Number 140L3624B0001 via https://sam.gov/content/opportunities, at the link provided in this notice. The principal components of the work to be performed include, but are not limited to: TAINT RESERVOIR o The spillway for this reservoir is severely headcut, with failure expected if not repaired. Repair work consists of spillway reconstruction and dam embankment repair. Remove existing culvert at primary spillway and replace with new. Knock down and contour spillway headcutting and line with permanent erosion control. Build riprap headwall at each end of culvert and riprap stilling basin at outflow. Construct new auxiliary spillway and dike and riprap area of discharge. Build up the upstream face and crest of dam embankment and extend dam embankment to new auxiliary spillway dike. Replace topsoil, spread compost, and reseed new dikes and new spillways. PALEFACE RESERVOIR o The spillway for this reservoir is severely headcut, with failure expected if not repaired. Repair work consists of construction of new spillway, closing off the existing spillway, and dam embankment repair. Excavate new spillway to the left of the existing dam embankment. Line new spillway with permanent erosion control. Remove culvert at existing primary spillway. Build a new dike to plug the existing spillway. Knock down headcutting at existing spillway and fill to match existing downstream slope of the adjacent dam embankment. Build up the upstream face and crest of dam embankment. Riprap base of new spillway. Replace topsoil, spread compost, and reseed new dike and new spillway. WHITEFACE RESERVOIR o The spillway and secondary spillway for this reservoir have severe and large-scale headcutting. Repair work consists of repairing and rebuilding the existing primary and auxiliary spillways, and dam embankment repair. Fortify each end of the existing primary spillway culvert with riprap headwalls. Knock down headcutting and contour the area below the culvert discharge. Build a riprap stilling basin and line the contoured downstream with permanent erosion control. Knock down and contour the headcutting below at the auxiliary spillway and line with permanent erosion control. Build up the upstream face and crest of the embankment dam. Build up the crest of the auxiliary spillway with a flow control dike. Replace topsoil, spread compost, and reseed all contoured spillway surfaces and new dike. WAPATI RESERVOIR o The dam embankment for this reservoir has a large slide on its downstream face and severe wave action erosion on its upstream face. This is dam embankment is in imminent failure. Repair work consists of repairing a large slide in the downstream face of the dam embankment and upstream dam embankment repair. Excavate the full extent of the slide below and beyond the slide plane on all sides to completely remove the slide area. Rebuild the dam embankment. Install permanent erosion control on the upstream face of the rebuilt dam embankment. Replace topsoil, spread compost and reseed the crest and downstream face of the dam embankment. Pursuant to Part 14 and Part 36 of the Federal Acquisition Regulations, BLM intends to issue an Invitation for Bids (IFB) on or around May 22, 2024. The estimated price range of this acquisition is between $250,000 and $500,000. BLM anticipates issuing the IFB under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 237990 and the associated Small Business Size Standard is $45.0 Million. Reservoir water levels can vary in accordance with local seasonal conditions. Furthermore, several of the reservoirs to be repaired in this project have severe spillway head cuts. Consequently, the Government strongly urges offerors to inspect the sites to gain a better understanding of the work requirements and to satisfy themselves regarding all general and local conditions that may affect the cost of performance. In no event shall failure to inspect the site constitute grounds for a claim after award. An organized site visit is currently planned for Wednesday, June 5, 2024, at 10:00 am local time. Section L, Clause 52.236-27 Alternate I will have the detailed information for the site visit. A single contract award will be made to the responsible offeror that submits the lowest priced, responsive bid in accordance with the Federal Acquisition Regulations. A firm-fixed priced contract is contemplated. Sealed bids will be due on or around June 27, 2024, at BLM's Malta Field Office, 501 South 2nd St East, Malta, Montana. The successful contractor will be required to commence work within 10 calendar days after the date the Contractor receives the notice to proceed and complete the entire work ready for use within 100 calendar days. The time stated for completion shall include final cleanup of the premises. All prospective contractors must be registered in the System for Award Management (SAM) to be eligible for award. If you have not updated SAM since October of 2020, you are advised to update early to be sure you are in compliance with the expanded Section 889 prohibitions on not using certain covered technology products. The successful contractor shall electronically submit all payment requests for the anticipated contract through the U.S. Department of the Treasury's Invoice Processing Platform (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer. The Method of Contractor Selection has not been determined at this Time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
