The purpose and intent of this Invitation for Bids ("IFB") is to solicit sealed proposals from qualified Offerors to establish a contract for purposes of performing repairs, rehabilitations, and minor construction of water and wastewater (e.g. plants, sewer collections and water distribution systems) and associated infrastructure facilities for Louisa County, Virginia. Renewable: Two (2) successive one (1) year terms upon mutual agreement Work shall be associated to the County's water and wastewater infrastructure and sanitary sewer systems, facilities, and related infrastructures. All work shall be provided in accordance with the County's water and sanitary sewer systems and facilities specifications, regulations set forth by the Virginia Department of Highways and Transportation (VDOT), Virginia Department of Health (VDH), and Virginia Department of Environmental Quality (VDEQ). Information concerning these requirements may be obtained from the appropriate agency noted. Interpretation of specific task assignment responsibilities and requirements will be from the direction of the General Manager and-or designee. The County of Louisa reserves the right to award to more than one Offeror. The Contractor shall provide all supervision, labor, tools, supplies, equipment, transportation, record documentation, and other related responsibilities necessary to perform general maintenance, repairs, rehabilitation, renovations, improvements, installations, minor construction, specialty type work, and emergency work orders. This includes but not limited to structural, mechanical, electrical and underground components associated with the County's system. A formal clarification will be sent out in writing on Tuesday, May 21, 2024, to all known potential bidders. Payment and Performance Bond If Vendor's Obligations include construction, the amount of which exceeds $100,000, the Vendor shall furnish to the Authority the bonds required under Section 60-21 of the Louisa County Code and shall otherwise fully comply with the requirements of such sections of the Code. The Authority reserves the right to require payment and/or performance bonds in the amount of the Obligations for any other projects, goods or services, whether or not required by such sections of the Code.
