Site work and paving for a sidewalk / parking lot in Hermosa Beach, California. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

Valley Drive and Monterey Avenue ADA Sidewalks & Access Ramps. The project includes, but is not limited to, removal and replacement of sidewalks and removal and installation of ADA curb ramps at multiple locations within the City of Hermosa Beach. The engineer's cost estimate for the project is $133,000. License requirement is a valid State of California Contractors License Class "A". The duration of the project is 25 working days. This is a Federally-assisted construction contract. Federal Labor Standards Provisions including prevailing wage requirements of the Davis-Bacon and Related Acts (DBRA) will be enforced. In the event of a conflict between Federal and State prevailing wage rates, the higher of the two will prevail. The contractor's duty to pay State prevailing wages can be found under Labor Code, Section 1770 et seq. Labor Code Sections 1775 and 1777.7 outline the penalties for failure to pay prevailing wages and employ apprentices including forfeitures and debarment. The Prime Contractor shall be responsible for complying and ensuring compliance with the Federal Labor Standards Provisions by all subcontractors Pursuant to Labor Code section 1771.1, no contractor or subcontractor may be listed on a bid proposal for a public works project submitted unless registered with the Department of Industrial Relations. Ready-mix haulers and companies that deliver ready-mixed concrete for public works projects are considered subcontractors under Labor Code section 1722.1. Furthermore, all bidders are hereby notified that no contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations. Prior to contract award, the contractor's status and eligibility will be checked and verified with the California Department of Industrial Relations at electronically. The Bid must include completed and signed federal labor compliance forms found in VI. Special Provision, Appendix D - Federal Labor Standards Compliance Forms and Instructions. Each proposal must be accompanied by a cash deposit, a certified or cashier's check, or a Bidder's bond, made payable to the City of Hermosa Beach, in an amount not less than 10 percent of the total bid submitted. The successful Bidder will be required to furnish a faithful performance bond in the amount of 100 percent of the Contract price, a payment bond in the amount of 100 percent of the Contract price, and a warranty bond all in the attached form satisfactory to the City Attorney. The successful Bidder will also be required to pay the State of California prevailing wage scale as determined by the Department of Industrial Relations, available at electronically. The Contractor must be registered with the Department of Industrial Relations at online. The City reserves the right to reject any or all bids and to waive any informality or irregularity in any bid received and to be the sole judge of the merits of the respective bids received. The award, if made, will be made to the lowest responsive and responsible Bidder. Please submit any questions related to this bid electronically no later than 2:00 PM on Tuesday, May 21, 2024 The City of Hermosa Beach is participating in the County of Los Angeles Community Development Block Grant Program, a federally assisted construction contract. Federal Labor Standards Provisions, including prevailing wage requirements of the Davis-Bacon and related Acts, will be enforced. The scope of the work is to reconstruct curb ramps and sidewalks along Valley Dr and Monterey Blvd. To ensure pedestrian safety and uninterrupted flow through the work area, pedestrian and vehicular traffic control measures are required, including signage and protective barriers. All sidewalks and access ramps must be replaced within 72 hours of removal and completed before Friday to ensure they are open to the public for the weekend. Access ramps at South Park should be constructed one at a time, to allow for uninterrupted pedestrian and vehicular access to the park. Priority for construction should be given to curb ramps 3, 4, 5, and 6. Please refer to Appendix A, Sheet 1 of 8, for the map showing curb ramp numbers
