No definite date for the rebid.** The California Science Center is soliciting bids to procure all materials, supplies, rental of equipment, and labor necessary to reglaze tile and install non-slip epoxy coating to existing cement flooring in two (2) restrooms as described in the scope of work. Final Date to Submit Written Questions 5/28/2024 2:00 p.m. All questions regarding the content of this IFB must be submitted in writing by mail or electronically to Joanne Chen (stateprocurement@californiasciencecenter.ca.gov) and must be received by the Key Action Date identified Notice of Intent to Award Released by 6/5/2024 5:00 p.m The California Science Center is soliciting bids to procure all materials, supplies, rental of equipment, and labor necessary to reglaze tile and install non-slip epoxy coating to existing cement flooring in two (2) restrooms as described in the scope of work. A. Service and Work: Contractor agrees to provide to California Science Center (“CSC”) all materials, supplies, rental of equipment and labor necessary to reglaze tile and install nonslip epoxy coating to existing cement flooring in two (2) restrooms as described herein. B. Hours of Service: Work shall take place between 6:00am and 5:00pm, Monday through Friday, unless otherwise approved by CSC Contract Manager or designee. Contractor must notify CSC Contract Manager of any delays in schedule as soon as possible. C. Service Location: Services will take place at the Dr. Theodore T. Alexander Jr. Science Center School located at 3737 S. Figueroa St., Los Angeles, CA 90007. D. Licenses and Permits: B - General Building Contractor License from the California State License Board is required for this project. Licenses and permits required must be provided by Contractor and he/she shall abide by all Federal, State, and city laws or rules affecting the work and shall maintain all required protection for property, employees, and the public and insurance in connection with same, for all of which he/she shall bear the necessary expense. E. Reference Files: Please refer to Exhibit A.1 for the building plan indicating restroom locations. A scalable version is available upon request. F. Technical Specifications: 1. Boys’ Restroom (Rm. 135) a. Tile – Approximately 2,100 square feet, floor to ceiling (approximately 9 feet) b. Floor – Approximately 220 square feet 2. Girls’ Restroom (Rm. 136) a. Tile – Approximately 2,000 square feet, floor to ceiling (approximately 9 feet) b. Floor – Approximately 200 square feet 3. New epoxy flooring material and product specifications shall be as follows: a. Product – Dur-A-Flex, Inc. ReFLEXions Designer Floor System (better or equal), Epoxy Flooring b. System Build: (1) Topcoat Satin Armor Top with Dur-A-Grip (better or equal) (2) Base Coat – Dur-A-Glaze Water Clear with ReFLEXions Pigment (better or equal) in Deep Sea with Sky accent (3) Primer – Dur-A-Glaze MVP (better or equal) 4. Substitution of better or equal flooring materials is allowable, but written approval by CSC Contract Manager is required prior to commencement of work. G. Contractor Responsibilities: 1. Contractor shall coordinate all facets of the planning, estimating, removal, and installation with the CSC Contract Manager or designee. Contractor shall provide all necessary rental of equipment, tools, paint, labor and supplies needed to fulfill scope of work. 3. CONTRACTOR shall provide, install and maintain all drop cloths, barricades, masking and other forms of protection necessary to safeguard and keep clean adjoining work, exterior building surfaces, finish floor and concrete surfaces. 4. CONTRACTOR shall be responsible for the restoration of any building surface or cement to its original appearance in any case where painters spill or drip paint on surfaces. 5. Tile Reglazing: a. Contractor shall deep clean restroom tile to prepare surface and remove existing caulking. b. Contractor shall use chemical etching agents to ensure all film, oils and mineral deposits are removed from the tile. c. Contractor will sand tile and use abrasive procedures to further ensure a thoroughly smooth and clean surface. d. Contractor shall repair any chips, scratches and other damaged areas prior to primer and paint application. e. Contractor should apply a chemical bonding agent to ensure the new finish bonds the old finish. f. Contractor shall apply a coat of primer and a minimum of two (2) coats of paint. g. After new finish has cured, Contractor buff and polish the surface to remove imperfections. h. Apply new caulking. i. All painted surfaces to be free from runs, sags, air pockets, bubbles, etc. 6. Epoxy Flooring Installation: a. Provide all necessary, equipment, materials, and labor to prepare and install non-slip epoxy flooring b. Contractor to prepare existing flooring by using abrasive methods c. Contractor to install new epoxy flooring over existing flooring and make necessary considerations to ensure seamless transitions and level flooring to existing thresholds. d. Contractor shall follow all manufacturer installation requirements and recommendations to install the epoxy flooring system to match existing. 7. Contractor to haul away any remnants that are generated during course of work. H. California Science Center Responsibilities: 1. CSC is responsible for the removal of restroom fixtures and hardware prior to start of work. 2. Provide necessary access and parking for contractors to be able load and unload tools to perform work. I. Acceptance Criteria: Work must be completed to the satisfaction of the CSC Contract Manager. If services have been satisfactorily completed, CSC Contract Manager shall. approve and accept that the services have been completed. CSC is solely responsible for determining acceptability of the work performed in order for the work specified in this Contract to be considered complete. If the CSC Contract Manager has any concerns, they must be addressed with the Contractor immediately and may require correction of work before acceptance. J. Warranty: Contractor shall warranty for a period of 6 months from the date of completion against defect of workmanship. K. Prevailing Wage: Contractor is required to comply with prevailing wage rates. Copies of the prevailing rate of per diem wages are on file with CSC and shall be made available to any interested party on request. LC § 1773.2. NOTE: All contractors and subcontractors who bid or work on this public works project must register with the Department of Industrial Relations (DIR) http://www.dir.ca.gov/Public-Works/Contractor-Registration.html. L. Accident Prevention: Precaution shall be exercised at all times for the protection of persons (including employees) and property. These shall include, but not be limited to, the installation of adequate safety guards and protective devices for all equipment and machinery, whether used in the performance of work or permanently installed as part of the work. The Contractor shall comply with all applicable laws relating to safety precautions, including the safety regulations of the Division of Industrial Safety, Department of Industrial Relations, of the State. M. Emergency Evacuation Plan and Protocols: Contractor shall follow the California Science Center’s emergency evacuation plan and protocols, and participate in emergency drills. N. Housekeeping: Contractor is responsible for leaving the work site clean and free from debris at the end of each working day. O. Amendments: No charge for any extra work or material will be allowed unless the same has been ordered in writing by the CSC Contract Manager or designee and with the approval of CSC for prices stated in such order at which point an approved amendment to this contract would be needed before work is performed or the material is purchased. Additional amendments required to extend the life of the Contract due to unforeseen circumstances must be approved by both parties and signed as a formal amendment.
