Beaufort-Jasper Water and Sewer Authority (BJWSA) owns and operates the Cherry Point Water Reclamation Facility (CPWRF), which was constructed in 1995 with an initial permitted capacity of 1.10 million gallons per day (mgd). To date, four additional expansions have increased the plant's capacity to its current rating of 7.5 mgd. These expansions were necessitated from consolidating parts of the collection system. Major components and treatment technologies at the facility include multi-rake influent screening, vortex grit removal, equalization storage and pumping, carrousel-style bioreactors, secondary clarification, disk filtering, and UV disinfection. The location of the existing facility is shown in Exhibit 1 and Exhibit 2. BJWSA completed a comprehensive Water and Wastewater Master Plan Update (MPU) in 2017. Since the completion of the MPU, continued development and population growth have accelerated the need for expanded treatment capacity at the CPWRF. An additional Master Plan Update was developed in 2022, which also informed additional growth and flows. Based upon the recommended updates and expansion, as called for in the MPU, it is recommended to increase the permitted capacity of CPWRF to 11.25 mgd. BJWSA has selected Construction Manager At-Risk (CMAR) for the project delivery method. Black and Veatch (BV) has been selected as the consulting engineer, and has carried design responsibilities to date. The construction drawings and specifications as prepared by BV are approximately 90% complete. Offerors are required to comply with BJWSA's procurement code requirements as identified in the RFP.
