City of Bakersfield invites, and will receive, sealed bids for furnishing all labor, equipment, materials and services to provide: ANNUAL CONTRACT FOR VEHICLE LOOP CUTTING & HORIZONTAL BORING A Certified Check, Cashier's Check or Bidder's Bond in the amount of ten percent (10%) of the bid, made payable to the City of Bakersfield, shall accompany each bid. The Successful Bidder will be required to furnish the City with a Performance Bond in the amount of one hundred per cent (100%) of the contract and a Labor and Materials Bond (Payment Bond), conforming to the contract documents and in an amount equal to one hundred percent (100%) of the total amount of the contract. Any bonds required by these specifications will neither be accepted nor approved by the City unless the bonds are underwritten by a California admitted surety. Final Questions or Comments Due 5:00 p.m., May 17, 2024 At the time the contract is awarded, the Successful Bidder shall be licensed under the provisions of Chapter 9 - Division 3 of the Business and Professions Code of the State of California to do the type of work contemplated under the project and shall possess a valid and current State of California Class A General Engineering or C-10 Electrical, Contractor's License. Contractor shall insure that all subcontractors are properly licensed for the work they are to perform. The City of Bakersfield will comply with the mandatory completion of the DIR PWC 100 form to the State of California Department of Industrial Relations as part of SB 854 law effective July 1, 2014. The successful Contractor will be required to provide information or complete form as requested by City staff. Prevailing Wage Requirement. In accordance with the California Code of Regulations, Title 8, any contract entered into pursuant to this notice shall incorporate all applicable provisions of the State Labor Code, including those pertaining to Apprenticeship Employment Standards. Successful Bidder agrees to pay to any laborer or workman employed by said Contractor in the execution of the work, not less than the general prevailing wage rates for existing and applicable job classifications, as determined by the California Department of Industrial Relations. The schedule of prevailing wage rates is on file and opens for inspection at the City of Bakersfield Department of Public Works, City Hall Annex, 1501 Truxtun Avenue, Bakersfield, California. These wage rates may also be accessed via the Internet at Online or by phone at 415-703-4780. Successful Bidder is responsible for insuring that the proper rates are paid. No adjustments to the contract will be made due to bidder's failure to obtain the proper wage rates. The Successful Bidder may elect to receive one hundred percent (100%) of the payment due under the contract without retention of any portion of the payment by the City by depositing securities of an equivalent value in accordance with the provisions of the California Public Contracts Code Section 22300. Eligible securities include interest-bearing demand deposit accounts, standby letters of credit or any other security allowable under Section 22300 Of the California Government Code and as agreed to by the City of Bakersfield and the Contractor. The City hereby affirmatively ensures that minority and disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this notice and will not be discriminated against on the basis of race, color, national origin, ancestry, handicap, gender, or religion in any consideration leading to the award of contract. The right is reserved by the City of Bakersfield to reject any or all bids and to waive any irregularities or informalities not affected by law in any bids received, to evaluate in its absolute discretion, the bids submitted and to award the contract according to the proposal which best serves the interests of the City.
