Site work and environmental remediation for a municipal facility in Windham, Connecticut. Completed plans call for site work for a municipal facility; and for environmental remediation for a municipal facility.

The Town of Windham, Connecticut ("Town") is soliciting proposals from qualified and experienced firms to remediate an environmentally contaminated and vacant parcel located at 1248 Main Street, Willimantic, CT. The selected contractor will be responsible for all remedial activities outlined in the Remedial Action Plan (RAP) attached to this Request for Proposals (RFP) and as directed by the Town and/or their contracted agent. Remediation is being funded by the Connecticut Department of Economic & Community Development. The budget for remediation should not exceed $82,000. The selected firm will be responsible for completing all remedial activities outlined in the RAP, and under the direction of the Town and their Agent. Construction must be completed and ready for final payment within ninety (90) days from the execution of a contract. Contractor activities include, but are not limited to the following: A. The excavation and disposal of concrete Underground Storage Tank (UST) mat, two (2) concrete dispenser islands, and the concrete slab of the former building. B. The removal of underground storage tanks (USTs), piping, and all associated appurtenances. C. The excavation, transportation, and disposal of contaminated soil, and a limited amount of contaminated concrete. D. Excavation, removal, and disposal of one (1) in-ground hydraulic lift. E. Backfilling of excavated areas with clean fill to grade. The Bid Bond furnished, as bid security, must be duly executed by the bidder as principal. It must be in the amount equal to five percent (5%) of the total estimated bid, as guarantee that, in case the contract is awarded to the bidder, the bidder will, within ten (10) days thereafter, execute such contract and furnish a Performance Bond and Payment Bond. Small businesses may elect to obtain an irrevocable letter of credit or cashier's check in lieu of the Bid Bond. Such surety must also be in an amount equal to at least five percent (5%) of the total estimated bid. Failure to provide a Bid Bond or equivalent security is not cause for a waiver defect. Any bid not accompanied by such security will be excluded from consideration. The Town of Windham reserves the right to accept or reject any and all proposals in whole or in part, to waive any technical defects, irregularities, and omissions, and to give consideration to past performance of the prospective respondents where the interests of the Town will be best served. The Town reserves the right to directly negotiate with any entity who submits a proposal in response to this RFP and to award a contract based upon those negotiations alone. The Town reserves the right to request interviews of developers, discuss all project details, and to select and negotiate a preferred development proposal that is in the best interest of the Town prior to final award. The Town may determine that proposals are technically and/or substantially non-responsive at any point in the evaluation process and may remove such proposals from further consideration. Proposals arriving after the deadline may be returned, unopened, or may simply be declared non-responsive and not subject to evaluation, at the sole discretion of the Town. All original documents and drawings shall become the property of the Town once submitted. The Town is not responsible for any costs related to the preparation and/or submittal of proposals or any subsequent costs related to presentations or clarification pertaining to this RFP. All costs are the responsibility of the prospective respondent. The Town of Windham shall not be responsible for errors and/or omissions. Time for Completion and Liquidated Damages Construction must begin within thirty (30) days of an executed contract and be completed within ninety (90) days of an executed contract. Liquidated damages shall be one hundred ($100) dollars per calendar day that the selected Contractor fails to complete the work within the time herein specified.
