All bids shall be in writing and be in a sealed envelope, which envelope shall indicate thereon that it contains a bid for Cement Concrete Sidewalks and Granite Curbing in Belmont, Massachusetts, and the name of the bidder shall be indicated. The operating hours of the Office of Public Works are: Monday 8:00 am to 7:00 pm Tuesday through Thursday 8:00 am to 4:00 pm Friday 8:00 am to 12:00 pm Bidders wishing to submit their bid by mail or other delivery service should send the packages to the Town of Belmont, Office of Public Works, 19 Moore Street, Belmont, Ma 02478. Attention: Jason Marcotte. After the bids are opened, bidders will be provided an opportunity to ask any questions. Specifications for the work with the required bid form, form of contract and bond may be sent by mail or email from the Public Works Office. All bids must be on the forms as attached hereto and must be signed by the bidder, with his business address and place of business. Each bid must be secured by an accompanying deposit in the amount of five percent (5%) of the total bid price in the form of a bid bond, cash or certified check drawn on, or a treasurer's or cashier's check issued by, a responsible bank or trust company payable to the Town of Belmont. A bid bond shall be in a form satisfactory to the awarding authority, must be issued by a surety company qualified to do business in the Commonwealth of Massachusetts, and must be conditioned upon the faithful performance by the principal of the agreements contained in the Bid. All bid deposits, except for the bid deposits of the three lowest responsible and eligible bidders, will be returned within five (5) days after the date set for the opening of the bids, Saturdays, Sundays and legal holidays excluded. The bid deposit of the three (3) lowest responsible and eligible bidders will be retained until a Contract has been duly executed by the bidder to whom a contract award is made, at which time such bid deposits will be returned. If no award is made within 30 days from the date on which bids are opened, then all bid deposits will be returned at the expiration of that thirty-day period A payment bond in the amount of fifty percent (50%) of a bidder's bid price is required to be submitted upon execution of a contract, and must be issued by a surety qualified to do business in Massachusetts and satisfactory to the Town. Attached hereto are the Prevailing Wage Rates to be paid for this project as established in accordance with General Laws, Chapter 30, 39M, and Chapter 149, 26 - 27B. Employers must submit weekly payroll records to the awarding authority for all employees who have worked on the project. The term of this Contract is from July 1, 2024 through June 30, 2025. The Contractor shall provide all labor and materials in accordance with OSHA standards and regulations. The bid will be awarded to the qualified, responsible and eligible bidder that has the lowest total bid price for Bid Items #1 through #10 (see required Bid Form). Bidders are required to bid on all items. The Select Board reserves the right to reject any or all bids and to make the award as may be determined to be in the best interests of the Town of Belmont. The term of this Contract is from July 1, 2024 through June 30, 2025. SCOPE OF WORK: The scope of work contemplated in the contract hereunder is expressly understood to be that work stated above, and also including that work specifically identified by the Director of Public Works of the Town of Belmont to be performed in such form and in such fashion as the Director of Public Works, or his/her representative, shall direct. All work shall be performed in the Town of Belmont and at such particular locations and at such particular times as the Director of Public Works, or his/her representative, may direct. Description This work shall consist of excavation and the construction, repair or replacement of cement concrete sidewalks, driveway aprons and wheelchair ramps in accordance with these specifications and in close conformity with the lines and grades shown on the plans or established by the Town Engineer or the Director of Public Works. Wheelchair ramps shall be constructed as shown in Attachment "A" pages 1 through 9 with specific application of type determined by the Town for each location. All work shall be to the satisfaction of the Town Engineer and/or Director of Public Works.
