The State of Tennessee, Department of Environment and Conservation, hereinafter referred to as "the State," issues this Request for Proposals (RFP) to define minimum contract requirements; solicit responses; detail response requirements; and, outline the State's process for evaluating responses and selecting a contractor to provide the needed goods or services. Through this RFP, the State seeks to procure necessary goods or services at the most favorable, competitive prices and to give ALL qualified respondents, including those that are owned by minorities, women, service-disabled veterans, persons with disabilities and small business enterprises, an opportunity to do business with the state as contractors, subcontractors or suppliers. The State is seeking qualified respondents to conduct a solid waste infrastructure and recycling study for the State of Tennessee. The primary objective of this study is to use statistically reliable methods at the ninetyfive percent (95%) confidence level to characterize the composition (types and amount) of materials that are generated by Tennesseans and destined for disposal in landfills or waste to energy facilities and to generate estimates of hard-to-track diversion of recycling and food scraps from the waste stream. The chosen respondent will be tasked with developing a robust study design, which must include the identification of prospective locations for the study. The six (6) major categories of this study include: 1. Municipal solid waste (MSW) hand sorts and gate surveys for the purpose of understanding residential versus industrial/ commercial/ institutional (ICI) waste; 2. Construction and demolition debris (C&D)/bulky waste visual study; 3. Residential food scraps management survey; 4. Materials recovery facility (MRF) residue hand sorts; 5. Direct to broker recycling (market/economic recycling) survey; and 6. Organics management collection system survey.
