Employee Parking Lot Rehabilitation and b.) Phase I: Installation of Canopies with Solar Panels onto the employee parking lot plus all required Electrical Work for both Phase I and Phase II: Rooftop Solar Panel Field, at the Reading Operations Center The project is comprised of two separate construction activities, however, the firms selected will work in coordination with one another. Project #1 includes the rehabilitation of the employee parking lot. Project #2 includes Phase 1 of the Solar Project which includes the installation of canopies with solar panels onto the employee parking lot and all required electrical work for both Phase 1 and Phase II, in which Phase II will consist of the installation of a rooftop solar panel field that will be bid at a time to be determined. All bids and contracts are subject to all applicable state and federal laws and to a financial assistance contract between the South Central Transit Authority and the Pennsylvania Department of Transportation and the Federal Transit Administration. Contractors and subcontractors will be required to comply with all applicable Buy America, Non-Discrimination, Non-Collusion, Lobbying, Debarment and Contractor Integrity laws and regulations. All bidders will be required to certify they are not on the Comptroller General's list of ineligible contractors. SCTA solicits and encourages disadvantaged business enterprise participation. DBEs shall be afforded full consideration of their response and will not be subject to discrimination. For this project, a DBE goal has not been established for this Contract. Bidders are advised that this project is subject to and will be governed by the provisions of the federal Davis-Bacon Act, including amendments and supplements thereto.
