The Lemoore Mobile Home Park (LMHP) is comprised of one community just west of the intersection of West Hanford-Armona Road and Liberty Drive. The community contains a total of fortysix (46) residences with an associated population of approximately two-hundred (200) residents. Currently, all residences within the LMHP Community are connected to a localized wastewater collection system comprised of eleven (11) septic tanks built circa 1959. The wastewater collection and disposal system has shown signs of failure over the past several years. Prolonged use of a septic system in this condition is unsustainable and could be contributing to groundwater contamination in the area. The County has been in discussions with the City to evaluate potential solutions for wastewater collection and disposal for the LMHP. Directly south of the LMHP, the City has a wastewater trunk main with possible capacity to accommodate the additional wastewater flows from the small community. The County anticipates a one (1) year agreement between the County and the successful Proposer. Services shall begin within thirty (30) days of the approval from the Kings County Board of Supervisors, approximately August 2, 2024. The work or services set forth in Section 2 may constitute a public work for purposes of California's prevailing wage laws. Proposers shall be solely responsible for determining whether the proposed work is a public work and subject to the payment of prevailing wage and registration with the Department of Industrial Relations for the audit of the same. Proposers who fail to verify whether the work or services requested in this RFP constitute a public work and are subject to California's prevailing wage laws when calculating the amount of their bids shall not be allowed to amend the proposed amount to account for this mistake. Contractor affirms that it possesses current valid appropriate licensure, including, but not limited to, driver's license, professional license, certificate of tax-exempt status, or permits, as required to perform the work under this Agreement. The County reserves the right to reject any and all proposals and/or to waive any informality or informalities in the accepted bid. The County further reserves the right to reject any and all bids with or without cause and re-issue this RFP if deemed to be in the County's best interests.
