The Intent of this Invitation for Bid (IFB) is for the County of Loudoun, Virginia (County) to obtain the services of a qualified General Contractor to construct the Riverside Parkway Signage improvements in the Ashburn District. Proposed improvements consist of redoing existing signs / structures and installing new signs / structures per the plans and specifications dated May 2022. All signage foundations shall be designed by the Contractor and reviewed/approved by Virginia Department of Transportation (VDOT) (the "Project"). The Contractor will be responsible for all Maintenance of Traffic (MOT) and police coverage if needed. The general scope of work includes, but is not limited to, all surveying, construction layout, maintenance of traffic, earthwork (including the removal of unsuitable material), rock excavation, erosion & sediment control, other environmental controls, safety procedures and complete compliance with all applicable permits, to include but not be limited to, Virginia Stormwater Management Plan / Stormwater Pollution Prevention Plan (VSMP/SWPPP) requirements, building trade permits and environmental permits. Prevailing Wage Rates: The County Construction Contract resulting from this IFB requires the payment of Prevailing Wage Rates. This is a LUMP SUM CONTRACT: The bidders' unit prices provided in the Schedule of Bid Items are used to establish a bidder's lump sum total. The quantities and items provided on the Schedule of Bid Items form are estimates only and may not be modified by bidders without prior approval from the County. Bidders are not to modify the Allowance quantities. Owner Rights: The County reserves the right to reject all or any part of any bid, waive informalities, and award the contract to the lowest responsive and responsible bidder to best serve the interest of the County. Informality shall mean a minor defect or variation of a bid from the exact requirements of the Invitation to Bid which does not affect the price, quality, quantity, or delivery schedule for the goods, services or construction being procured.. Bond Notes: A prime Contractor shall not be precluded from requiring each subcontractor to furnish a payment bond with surety thereon in an amount equal to one hundred percent (100%) of the Contract with such subcontractor. A performance bond satisfactory to the County, executed by a surety company authorized to do business in Virginia with a Best's Key Rating of Level A or better and in a financial size of Class VII or higher, or otherwise secured in a manner satisfactory to the County, for the faithful performance of the Contract in strict conformity with the plans, specifications and conditions of the Contract. The bond shall be in an amount equal to one hundred percent (100%) of the price specified in the Contract
