Description This is a solicitation for construction. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 12805B24Q0276 and is issued as a request for quotation (RFQ). This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2024-04. The associated NAICS Code is 236220 and the Small Business Size Standard is $45.0 Million. The USDA, Agricultural Research Service, Plains Area, requires the Replacement of a Walk In Cold Room. The Contractor shall furnish a detailed technical proposal and detailed pricing proposal. The Government intends to award single firm fixed price purchase orders. The requirements are further detail in the attached Requirements Document. The DELIVERY & INSTALLATION ADDRESS is: USDA ARS PA NBAF 1980 Denison Ave. Manhattan, KS 66502 DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award, Offerors shall respond by: 1) Providing a quote on company letterhead addressing all of the requirements of the RFQ, clearly note per item pricing, shipping/handling/delivery costs, and be valid for at least 60 days after receipt of quote. Any amendment and documents related to this procurement will be available electronically at the Government Point of Entry (sam.gov). The Government anticipates award of a contract resulting from this solicitation to the responsible offeror whose quote conforms to the specifications that will be the most advantageous to the Government in accordance with FAR 13.106-2 considering three major areas: technical acceptance, past performance and price. Quotes will be evaluated by performing a comparative evaluation in accordance with FAR 13.106-2(b)(3) to determine which quote meets the lowest price technically acceptable evaluation methodology. SITE VISIT Offerors or quoters are expected to inspect the site where the work will be performed. The site visit will be held at the facility on the 23rd of May 2024 at 10:00 AM and 2:00 PM; coordination with below POC Jonathan Lagerquist and must be completed before May 20th 2024 at 12:00AM CT. Coordinating contact is below: ATTN: Jonathan Lagerquist Jonathan.Lagerquist@usda.gov (SITE VISIT ATTENDANCE IS MANDATORY TO PROVIDE AN OFFER ON THIS SOLICATION) To arrange a site visit, please coordinate with the above POC with the title "12805B24Q0276 Site Visit Registration" please include the name of the individual you have attending, along with company information. Contractors must be registered to attend the site visit. If Contractors are not registered, they will not be permitted on the site visit. A site visit is required for All sources wishing to quote; offers shall furnish a quotation by 5:00 p.m. Central Time, on or before June 02nd, 2024. Quotations are to be sent via email to Shane Pope at shane.pope@usda.gov. Failure to provide the required information in the requested format may result in quotes not being considered for award. Attached Provisions/Clauses apply to this RFQ and any subsequent award. In accordance with Federal Acquisition Regulation (FAR) 36.204 the magnitude of this construction project is (c) Between $100,000 and $250,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
