The U.S. Army Corps of Engineers (USACE), Kansas City District, intends to issue a request for proposals (RFP) solicitation that will result in a firm-fixed-price contract for a requirement at Tuttle Creek Lake in Riley County, Kansas. It will be solicited and evaluated in accordance with FAR Part 15. This demonstration project aims to study water injection dredging (WID) in a lake environment. WID is normally used in rivers and harbor environments and has not yet been adapted for use in a reservoir/lake environment. The contractor will be required to design and construct a modified WID system that meets minimum specifications provided by USACE. The contractor will then perform a specified number of hours of active dredging at various locations in Tuttle Creek Lake. The contractor will not be required to remove a specified dredging volume or attain a final cut elevation. This demonstration project will assess the effectiveness of the technology at a range of downstream discharges, pool elevations, and in-reservoir locations specified by the Government in order to provide information for potential long-term implementation at Tuttle Creek Lake and other locations. The contractor will supply, assemble, operate, and maintain the dredge and all supporting equipment to complete the dredging. A Government-owned staging/storage area will be available, but the contractor must construct any facilities needed for dredge assembly, maintenance, fueling and operations, and any waiting periods in-between demonstrations. No dock or harbor facilities are available. A Government-owned boat ramp and parking lot will be available, although public recreational use of this ramp and parking lot will be permitted during periods between dredging days. Further details regarding the site/facilities will be provided in the solicitation. Base work will include 100 hours of active dredging time over a five-day period in Spring 2025. The contract is also anticipated to include optional line items that would require 100 to 500 additional active dredging hours in 2025 (depending on which options are exercised), along with another optional line item for 600 active dredging hours in 2026. Active dredging does not include transit time to/from docking facilities, maintenance, refueling, meetings, or other support time. Nor does it include mechanical failure, weather days, or any other delays. The contractor will be required to comply with all applicable environmental laws and regulations during performance of the contract. The estimated period of performance for completion of the awarded contract is 856 calendar days from the Notice to Proceed (NTP). The estimated magnitude of this project, including all option contract line items (CLINs), is between $5,000,000 and $10,000,000. This procurement will be conducted using full and open competition. The applicable North American Industry Classification System (NAICS) Code is 237990 for Other Heavy and Civil Engineering Construction. The solicitation is expected to be available not less than 15 days of this notice, but within the next 60 days, and proposals are expected to be due at least 30 days after solicitation release date unless solicitation amendments extend the due date and time. The due date and time will be specified in the solicitation. At this time, no Pre-Solicitation Conference is planned for this solicitation. If the Government does elect to hold a Pre-Solicitation Conference, the Pre-Solicitation Announcement will be modified accordingly. There will be a site visit planned for this solicitation. The details to attend the site visit will be included in the solicitation. Bid Bonds will be required in the amount of 20% of the bid price or $3,000,000.00, whichever is less. Payment and Performance Bonds will be required for the full amount (100%) of the awarded contract before NTP can be issued.
