Site work and paving for a mixed-use development in Winnipeg, Manitoba. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
The Work to be done under the Contract shall consist of two parts: (a) Part 1 - City Funded Work (b) Part 2 - Manitoba Hydro Funded Work. Part 1 - City Funded Work shall consist of: (a) Asphalt Reconstruction (i) Lipton St - Palmerston Av/Portage Av (b) Asphalt Alley Reconstruction (i) Notre Dame Av/Cumberland Av Alley - Carlton St/Hargrave St (ii) Hargrave St/Donald St Alley - Ellice Av/Cumberland Av (c) Concrete Alley Reconstruction (i) Carlton St/Hargrave St Alley - Qu'Appelle Av/Cumberland Av (ii) Donald St/Smith St Alley - Ellice Av/Donald St (d) Traffic Calming (i) Wolseley Av - Raglan Rd/Maryland St (e) Neighbourhood Greenway (i) Alexander Av - Arlington St/Princess St (ii) Ruby St - Palmerston Av/Portage Av (iii) Banning St - Portage Av to Notre Dame Av (iv) Scotia St - Cathedral Av/Armstrong Av; including St Cross St - Anderson Av/Cathedral Av and one-block segments on Cathedral Av, Forrest Av, Marymound Wy and Leila Av (f) Water and Waste Work - Sewer Repairs (i) Lipton Street - Palmerston Av/Portage Av Part 2 - Manitoba Hydro Funded Work shall consist of: (a) Street Lighting Installation and Associated Work (i) Lipton St - Palmerston Av/Portage Av The Bidder shall include in their Bid Submission bid security in the form of a digital bid bond, in the amount of at least ten percent (10%) of the Total Bid Price, and agreement to bond of a company registered to conduct the business of a surety in Manitoba (a) a performance bond of a company registered to conduct the business of a surety in Manitoba, in the form attached to these Supplemental Conditions (Form H1: Performance Bond), in the amount of fifty percent (50%) of the Contract Price; and (b) a labour and material payment bond of a company registered to conduct the business of a surety in Manitoba, in the form attached to these Supplemental Conditions (Form H2: Labour and Material Payment Bond), in an amount equal to fifty percent (50%) of the Contract Price. The Contractor shall not commence the Work on the Site before June 24, 2024, and shall commence the Work on Site no later than July 2, 2024, as directed by the Contract Administrator and weather permitting. The Award Authority may reject all or any part of any Bid, or waive technical requirements or minor informalities or irregularities, if the interests of the City so require. D3.2 Part 1 - City Funded Work shall consist of: (a) Asphalt Reconstruction (i) Lipton St - Palmerston Av/Portage Av (b) Asphalt Alley Reconstruction (i) Notre Dame Av/Cumberland Av Alley - Carlton St/Hargrave St (ii) Hargrave St/Donald St Alley - Ellice Av/Cumberland Av (c) Concrete Alley Reconstruction (i) Carlton St/Hargrave St Alley - Qu'Appelle Av/Cumberland Av (ii) Donald St/Smith St Alley - Ellice Av/Donald St (d) Traffic Calming (i) Wolseley Av - Raglan Rd/Maryland St (e) Neighbourhood Greenway (i) Alexander Av - Arlington St/Princess St (ii) Ruby St - Palmerston Av/Portage Av (iii) Banning St - Portage Av to Notre Dame Av (iv) Scotia St - Cathedral Av/Armstrong Av; including St Cross St - Anderson Av/Cathedral Av and one-block segments on Cathedral Av, Forrest Av, Marymound Wy and Leila Av (f) Water and Waste Work - Sewer Repairs (i) Lipton Street - Palmerston Av/Portage Av D3.3 Part 2 - Manitoba Hydro Funded Work shall consist of: (a) Street Lighting Installation and Associated Work (i) Lipton St - Palmerston Av/Portage Av D3.4 The City currently has no approved funding in the Capital Budget for Part 2 of the Work, but is anticipating receiving notification about funding from Manitoba Hydro by late May. Part 2 of the Work is contingent upon Manitoba Hydro approving sufficient funding. D3.4.1 Further to C7.1, if notice of sufficient funding is not received, the City shall have the right to eliminate all or any portion of Part 2, and the Contract Price will be reduced accordingly. D3.4.2 Further to C7.5, C7.5.1, and C7.6, a reduction in the Contract Price pursuant to D3.4.1 shall not be considered in calculating the aggregate reduction in the Contract Price for purposes of C7.5. D3.4.3 If all or any portion of Part 2 is eliminated pursuant to D3.4.1, the time periods stipulated in D23 for Substantial Performance of the Work and in D24 for Total Performance of the Work will be reduced proportionally by the Contract Administrator acting reasonably. D3.5 The major components of the Work are as follows: (a) Asphalt Reconstruction and Related Works (i) Installation of new catch basins including connection to combined sewer (ii) Removal of existing pavement (iii) Excavation (iv) Installation of subdrains (v) Compaction of existing subgrade (vi) Placement of separation/filtration geotextile fabric and geogrid (vii) Placement of sub-base and base course materials (viii) Construction of curb and gutter (180mm curb height) (ix) Construction of asphalt pavement (100mm Type IA) (x) Renewal of sidewalk (xi) Adjustment of catch basins and manholes (xii) Adjustment of patio blocks and paving stones (xiii) Placement of Type IA asphalt for tie-ins and approaches (xiv) Boulevard restoration (b) Asphalt Alley Reconstruction and Related Works (i) Installation of new catch basins including connection to combined sewer (ii) Removal of existing pavement (iii) Excavation (iv) Installation of subdrains (v) Compaction of existing subgrade (vi) Placement of separation/filtration geotextile fabric and geogrid (vii) Placement of sub-base and base course materials (viii) Construction of asphalt pavement (50mm Type IA, 75mm Type III) (ix) Renewal of sidewalk (x) Adjustment of catch basins and manholes (xi) Placement of Type IA asphalt for tie-ins and approaches (xii) Boulevard restoration (c) Concrete Alley Reconstruction and Related Works (i) Installation of catch pits (ii) Removal of existing pavement (iii) Excavation (iv) Compaction of existing subgrade (v) Placement of separation/filtration geotextile fabric and geogrid (vi) Placement of sub-base and base course materials (vii) Construction of 200mm reinforced concrete pavement (viii) Renewal of sidewalk (ix) Adjustment of catch basins and manholes (x) Placement of Type IA asphalt for tie-ins and approaches (xi) Boulevard restoration (d) Traffic Calming (i) Installation of new catch basins and catch pits (ii) Construction/renewal of miscellaneous pavement slabs (iii) Construction/renewal of curb (iv) Construction/renewal of sidewalk (v) Adjustment of catch basins and manholes (vi) Planing of existing asphalt pavement (vii) Placement of asphalt overlay (viii) Construction of speed tables (ix) Boulevard restoration (e) Neighbourhood Greenway and Related Works (i) Construction/renewal of miscellaneous pavement slabs (ii) Construction/renewal of curb (iii) Construction/renewal of sidewalk (iv) Adjustment of catch basins and manholes (v) Planing of existing asphalt pavement (vi) Placement of asphalt overlay (vii) Installation of speed humps and speed tables (viii) Boulevard restoration (f) Water and Waste Work (i) External point repairs (ii) Manhole repairs (g) Street Lighting Installation and Associated Work (i) Installation and removal of temporary overhead spans (ii) Removal of existing street light poles and bases (iii) Installation of new pre-cast concrete bases including luminaires and appurtenances (iv) Installation of new street lighting cables in conduit (boring) and street light poles, including cable termination (v) Installation of ground rods
