Renovation of a conference / convention center in Elizabeth City, North Carolina. Completed plans call for the renovation of a conference / convention center.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 and part , as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03824QM0000013 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-04, Effective May 1, 2024. The applicable North American Industry Classification Standard Code is 238210. The small business size standard is $19.0M. This solicitation is 100% set-aside for small business. Only small business sources may submit a quotation. It is anticipated that a firm-fixed price purchase order will be awarded as a Total Small Business Set-Aside as a result of this synopsis/solicitation. Contractors having the expertise and capabilities to provide these items are invited to submit offers in accordance with the requirements stipulated in this solicitation. NOTICE FOR FILING AGENCY PROTESTS United States Coast Guard Ombudsman Program It is the policy of the United States Coast Guard (USCG) to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time- consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the Government Accountability Office (GAO). Interested parties are encouraged to seek resolution of their concerns within the USCG as an Alternative Dispute Resolution (ADR) forum rather than filing a protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the Contracting Officer or Ombudsman. Informal Forum with the Ombudsman. Interested parties who believe a specific USCG procurement is unfair or otherwise defective should first direct their concerns to the applicable Contracting Officer. If the Contracting Officer is unable to satisfy their concerns, interested parties are encouraged to contact the U.S. Coast Guard Ombudsman for Agency Protests. Under this informal process the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, Contracting Officer, and solicitation closing date (if applicable). Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the Contracting Officer through open and frank discussions. If the protester's concerns are unresolved, an Independent Review is available by the Ombudsman. The protester may file a formal agency protest to either the Contracting Officer or as an alternative to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agency's goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth in FAR 33.103(d) (2). If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. To be timely protests must be filed within the period specified in FAR 33.103(e). Formal protests filed under the OPAP program should be submitted electronically to OPAP@uscg.mil and the Contracting Officer or by hand delivery to the Contracting Officer. Election of Forum. After an interested party protests a Coast Guard procurement to the Contracting Officer or the Ombudsman, and while the protest is pending, the protester agrees not to file a protest with the GAO or other external forum. If the protest is filed with an external forum, the agency protest will be dismissed. The Ombudsman Hotline telephone number is 202.372.3695. HMF Training Room / Conference Room 1 o Video Requirements: o System will provide the ability to input from two separate workstations via High-Definition Multimedia Interface (HMDI), DisplayPort, Digital Visual Interface (DVI), and Video Graphics Array (VGA). o Primary workstation will be a permanent CG workstation available for users to utilize. This workstation must have the ability to stream to the televisions (TVs), and use the microphone, speakers, and camera. o An additional input is required to allow guest users to connect their own computer. When connected, they should have the same audio, visual, microphone capabilities as if users were using the CG workstation. o System is required to stream to two (2) separate TVs via HMDI, DisplayPort, DVI, and VGA. TVs will be synced together to display the same image. However, the system shall also provide the ability for the user to display different images on the TVs if needed. o TR1 requires a 360-degree video camera, that captures a visual of the whole room and focuses on the individual that is speaking. o The wall tablet that is currently installed is required to be removed and replaced with in updated wall tablet. Tablet will need to be synchronized with the new system and serve as a user interface allowing the user to have full control of the audio, visual, microphone, and merging capabilities. o Current Projector in TR1 is required to be removed and properly disposed of by the contractor. Replacement Question numbers are provided simply as a reference and in no way infer a prioritization of the questions. BILLING OFFICE: The Contractor is HIGHLY encouraged to email the invoice to ALC-Fiscal@uscg.mil. The other option is to mail it to: Chief, Fiscal Branch USCG ALC Fiscal Branch, Bldg. 63 1664 Weeksville Road Elizabeth City, NC 27909 Purchase Order Number: The USCG ALC objective is to decommission and replace two (2) Crestron systems. One (1) system serves Training Room 1 (TR1) and Training Room 2 (TR2). The second system serves Training Room 3 (TR3), Training Room 4 (TR4), and Training Room 5 (TR5). Both Crestron systems are required to be removed and replaced while remaining compliant with Coast Guard (CG) Cyber. Furthermore, the system will not be connected to internet, so maintenance, systems patching, and firmware upgrades will have to accomplished on site by the vendor. The following requirements must be met for proposals to be considered: o Conduct a site survey of the USCG ALC HMF Training Rooms and ask any relevant questions. o Develop a proposed solution to include detailed drawings depicting the work to be accomplished. o Develop a list of equipment/parts required to accomplish the work. o Prepare and submit an implementation plan and timeline to accomplish the work. o Establish a service/maintenance agreement for parts, labor, and software
