The City of Monterey ("City") is seeking proposals from construction management firms experienced in Caltrans transportation projects to provide Construction Management (CM) and Resident Engineer (RE) services for the Del Monte and Casa Verde Recreational Trail Intersection Improvement Project. This is a Federally Funded Project and requirements of Chapter 10 of the "Local Assistance Procedures Manual" apply. Question Submission Deadline:June 5, 2024, 5:00pm Question Response Deadline:June 7, 2024, 5:00pm In 2018, the City was awarded Highway Safety Improvement Program (HSIP) Cycle 9 funding for bicycle, pedestrian and signal improvements at the intersection of Del Monte and Casa Verde including the Recreation Trail Crossing at Casa Verde Way. The current estimated construction budget is $1,600,690. The term of the Agreement will be for approximately thirty-six (36) months, unless extended by a written contract amendment agreed to by both parties. The construction project schedule budgets for eighty (80) working days of construction activity, or approximately four (4) months. Weather and contract change orders may result in additional construction time. The City anticipates that the lead time on signal equipment may require up to nine (9) months. The Consultant will also be required to perform a post-construction warranty survey eleven (11) months after final acceptance. The term of the agreement will be established for thirty-six (36) months to accommodate pre-construction and post-construction activities; however, bulk of the construction management services will be provided during construction. The proposal shall include a schedule to undertake the work program. Attached as Appendix A is a list of major work tasks to be accomplished as part of the scope of work. The proposer is asked to define the approach and the specific scope of work and methodology to achieve the objectives presented in this Request for Proposals ("RFP"). The proposer should include a refined scope of work by developing a detailed description of all project tasks, both those suggested in this RFP and any changes, additions or recommendations proposed. While the Consultant is strongly encouraged to modify the following draft scope of work based on similar experience and expertise, the tasks listed in Appendix A should be considered and addressed or modified in your proposal. This project is funded with Federal Highway Administration (FHWA) funds and has a DBE goal of 6%) All questions or requests for interpretations must be submitted via the City's e-procurement portal at least ninety-six (96) hours before the proposal submission deadline. If found necessary, interpretation or correction will be made by written addendum, which will be posted on the e-procurement portal, online Procurement, and available to all proposers and potential proposers. Such addenda are to be considered as part of this Request for Proposal The construction of the project is anticipated to start by July 2024 and be completed by April 2025. This project consists of: Improvements to the Casa Verde Way trail crossing and the intersection of Del Monte Avenue and Casa Verde Way Restriping of crosswalks Installation of Bicycle Crossing Installation of ADA ramps at the intersection Modifications to medians to accommodate change in crosswalks Modification to travel lanes to accommodate protected left turn Installation of mountable curb at the intersection of Casa Verde Way and Surf Way Traffic Signal Modifications to include: Protected left turn phase on Casa Verde Way Leading Pedestrian Phase Bicycle Signals It is anticipated that the consultant services will commence prior to the bidding phase and will end at the completion of appropriate documentation per Caltrans requirements (including Notice of Completion). The Consultant shall remain in an "as-needed" status for questions related to project details until the project is closed out and accepted by Caltrans. The project duration is 150 working days and anticipated to begin construction in the Spring 2024.
