West Virginia University on behalf of its Board of Governors ("BOG") located in Morgantown, West Virginia ("WVU" or "University") is initiating this Request for Bids ("RFB") from qualified, experienced, and licensed Contractors to provide all labor, material, equipment, and services to furnish and install a new fully adhered EPDM insulated roof assembly with new adhered isocyanurate insulation system and vapor retarder on the East EPDM section and EPDM lined shingle drainage trough. Add alternate is requested for West EPDM roof section replacement. Furnish and install a new Limited Lifetime Warranty Architectural Shingle roof system with new ice and watershield substrate system to include the dormer siding areas. Furnish and install masonry tuck pointing repairs are coping stones and masonry above the roof line, and rooftop chimney areas. Question Deadline June 5, 2024 at 12:00 PM ET. The bid/proposal process is highly controlled. To protect the integrity of the process, any questions or clarifications regarding this Request for Bid/Proposal must be handled through the Department of Procurement, Contracting, & Payment Services. No Questions Are to Be Asked and No Details Shall Be Shared. Completion Dates The Contractor shall achieve Substantial and Final Completion of the entire Work as calculated or indicated below. The date of issuance of the West Virginia University's Notice to Proceed and/or Contact shall be used to calculate Substantial and Final Completion. Substantial Completion shall be November 15, 2024 Final Completion shall be December 13, 2024 GENERAL DESCRIPTION OF WORK SCOPE I. Without force and effect on requirements of the contract documents, the descriptive nature of the Contract can be summarized as follows: 1. Furnish and install a new fully adhered EPDM FR insulated roof assembly with new adhered isocyanurate insulation system and vapor retarder ON East EPDM section and EPDM lined shingle drainage trough. a. Alternate bid is being requested for the West EPDM roof section replacement. 2. Furnish and install a new Limited Lifetime Warranty Architectural Shingle roof system with new ice and watershield substrate system to include the dormer siding areas. 3. Furnish and install masonry tuck pointing repairs are coping stones and masonry above the roof line, and rooftop chimney areas. 4. Contractor shall provide all staging, scaffolding and erection necessary to complete specified restoration work. Contractor shall properly barricade staging work areas and shall protect building materials from damage at all times. 5. All requirements and stipulations in West Virginia University's Standard General, Special and Supplementary conditions shall be applied and enforced as part of this contract. 6. Full compliance with all applicable safety requirements including federal OSHA, WV state, and WVU local requirements Final Completion shall be when project site is de-mobilized and all project documents listed in Close-Out section of the specifications has been sent to the Owner. Liquidated Damages The Contractor shall achieve Substantial and Final Completion of the entire Work as calculated or indicated above. The date of issuance of the West Virginia University's Notice to Proceed or Executed Agreement shall be used to calculate Substantial and Final Completion of contract time stated in number of consecutive calendar days or established date. Time is of the essence. Liquidated Damages shall be Five Hundred Dollars ($500) per calendar day of delay in achieving Substantial Completion and Two Hundred and Fifty Dollars ($250) per calendar day of delay in achieving Final Completion.
